The World Food Programme in Haiti is making a dramatic shift towards a food assistance strategy that is heavily based on capacity development, the provision of technical assistance, the increasing use of cash and the progressive phase-down in the use of imported food aid. The objective is to make concrete and visible steps in building the Government of Haiti’s capacity to address food insecurity and under-nutrition.

In 2013, WFP joined CARE and Action contre la Faim in a consortium to implement a program, Kore Lavi (Supporting life in Haitian Creole), with funding provided by USAID. The overall goal of this program is to reduce food insecurity and vulnerability in Haiti by supporting the government in establishing a replicable safety net system and expanding capacities to prevent child malnutrition.

WFP’s primary roles in the implementation are the development of a vulnerability targeting database, commodity management and distribution for nutrition activities, and strengthening the Ministry of Social Affairs and Labor (MAST) to institutionalize the social safety net programme within the government.

WFP Haiti is seeking to recruit a consultant to oversee the implementation of Kore Lavi program activities associated with institutional stewardship and vulnerability targeting. The planned project completion date is March 2017.

Main responsibilities

Under the overall guidance of the WFP Country Director and Kore Lavi Chief of Party, the consultant would carry out the following functions:

· Support MAST’s operational and technical capabilities with a focus on

  • High-level relations with government authorities on the institutionalization of the vulnerability targeting system, the food voucher-based safety net system and the maternal and child health nutrition components,
  • Leading the implementation of activities for the institutionalization of the social safety net at the central and community levels within the government as well as civil society sectors,
  • Coordination capacity (national-level technical working groups, departmental-level tables de concertation, performance oversight), and
  • Community-level outreach through social protection reference centres for managing appeals and feedback related to targeting and transfers.

· Within the Programme Management Unit (PMU) of Kore Lavi, perform the role of Deputy Chief of Party. Be the primary representative of WFP within the PMU; monitor and report on programmatic issues; coordinate the submission of WFP’s programme and financial reports to the consortium/USAID; keep the WFP Haiti country office team informed of Kore Lavi activities, strategies and challenges.

· Supervision of the social accountability coordinator, community outreach officer and communications officer.

· Support the Ministry for Women's Affairs and Women's Rights to expand its capacities to coordinate and disseminate information and provide technical guidance promoting the use of gender integration approaches in food security and social assistance programming.

· Develop strategies with and provide training to the National Coordination for Food Security and the Department of Civil Protection on using targeting and food safety net instruments to respond to the natural disasters.

Required Skills and Experience

Education

Advanced university degree (Masters or equivalent) in international development, international relations, agriculture or related field; and

Fluency in French and English are required, and good knowledge of Haitian Creole is desirable.

Experience

· At least ten (10) years of progressively responsible professional experience in international relations, international development or a related field including capacity development programs;

· Relevant experience in policy development, food security programming and implementation, analysis, and community-based work in development and extended experience in dealing with high level and senior government officials and development partners in the context of policy advice and program support;

· Good experience in community-based adaptation, social protection and safety nets, advocacy and public policy;

  • Solid understanding of the Haitian context with insight into the Haitian civil society and government leadership;
  • Good understanding of the food security challenges of the most vulnerable populations in Haiti;
  • Proven familiarity with gender analysis and concepts, participative processes and approaches; and
  • Familiarity with decentralized development programs in Haiti.

Organizational & Personal Competencies

  • Ability to create and maintain good working relations with a wide range of partners, including governmental officials and civil society representatives as well as to foster inter-agency collaboration;
  • Ability to analyze social safety net policies and to develop and analyze multi-scenario options;
  • Aptitude and willingness to incorporate a gender perspective and ensuring the equal participation of women and men in all areas of work;
  • Experience in facilitating inter-institutional cooperation, stakeholder involvement and working with teams;
  • Very strong diplomatic skills and tactfulness and be able to advise on how to consolidate relations with Haitian institutions and civil society in the area of food and nutritional security;
  • Capacity to work under difficult conditions and to deliver high quality results within short deadlines;
  • Good interpersonal skills, ability to work in a multicultural, multiethnic environment and to maintain effective working relations with people of different national and cultural background;
  • Be results-oriented and be able to continue to drive progress in an uncertain and fluctuating environment;
  • Be open to change, cope positively with complexities and adapt to fluctuating pace of work and progress; and
  • Very good knowledge of WFP’s mandate and strategic priorities, food and nutritional security in Haiti, key actors throughout the spectrum of Haitian society in terms of commitment against hunger and malnutrition, and government priorities in food and nutritional security.
