Director of Recruitment
Our organization seeks to enhance our international recruiting capabilities in support of our strategic plan and operational business objectives. The organization is viewed internally and externally as a top-tier and influential leader in our industry and the challenges facing the newly created Director of Recruitment role reflect that.
So, to succeed, the incumbent must engage key domestic and international staff, external spheres of influence, and leading-edge technologies to embrace the state and dynamics of the recruiting field, and human resource management more generally, in support of our business’s continued achievement. In both technical and managerial abilities, the incumbent must carry a forward-looking approach in step with the continuing evolution of the professional government services organization, and consistent with our core values.
Critical to success is the incumbent’s ability to partner with Programmatic and Operational Division leaders and staff, and to translate their specific business needs into compliant, forward-thinking and timely sourcing, recruiting and onboarding solutions and outcomes.
STRATEGIC RESPONSIBILITIES
- \*Serve as Member of Human Resources Division Leadership Team*****
o Demonstrate energetic vision and commitment to the company and its human resource assets.
o Collaborate as member of the HRD Leadership Team that determines the strategic direction of the recruiting efforts globally, formulating long-range plans and manpower/gap models.
o Identify the recruiting effort’s strengths and weaknesses, external threats, opportunities for/constraints to hiring on an ongoing basis. Implement strategic plans.
o Proactively ensure Creative’s recruiting efforts maintain an exemplary track record of compliance with external and internal regulations. Stay abreast of trends, competitors and regulations to ensure effectiveness and compliance across all recruiting activities.
o Recommend and lead efforts to improve performance on an ongoing basis.
- \*Enable and Support Programs and Functional Departments*****
o Act as a collaborative strategic and tactical partner with an unwavering service orientation to internal and external clients (staff, hiring managers, program leadership, candidates and partners.)
o Integrate recruiting (and human resources, generally) perspective into programs and operations activities such as in capture and proposal development, while soliciting feedback and identifying training opportunities.
o Move cross-functional teams to evaluate, update, and simplify position need analysis, sourcing, interviewing and negotiation efforts periodically to ensure recruiting activities, systems, technologies, and processes are responsive to the needs of the business, intuitive, and easy to follow.
\*Lead – Creative’s Recruiting Team*****
o Recruit, lead, manage, motivate and develop the Recruiting team, ensuring functions/authorities are clearly defined and appropriately redundant.
o Collaborate to instill company-wide employee accountability to achieve corporate objectives (including to determine measures of success and other metrics) as pertain to recruiting, and human resources more generally.
o Develop efficient workflow processes for recruitment staff which focuses on efficiency, standardization and consistency.
FUNCTIONAL RESPONSIBILITIES
\*Manpower Planning, Sourcing & Pipelines*****
- Collaborate with divisional business development teams and Practice Area directors to ensure appropriate engagement of HR/recruiting resources proactively.
o Ensure that Recruiting policies and procedures are aligned with company objectives and easy to follow.
o Continuously streamline recruitment systems to support effective client relations and efficient operations.
o Ensure successful completion of all recruiting MOS activities.
- \*Proposal, Programmatic & HQ Recruiting*****
o Build and cause to be built regional, sectoral and technical pipelines based on relationships, current and past business, reputation, and eminence in the technical field.
o Allocate recruitment and other resources to ensure that HR/recruiting is securing relationships and commitments at key steps in the proposal process.
o Work with recruiters and technical staff to hire the best-suited candidates available and aligned with Client requirements.
- \*Systems*****
o Proactively ensure company remains compliant with all employment-related regulations set by government entities, clients, and others, including USAID, DCAA, DC government, and internal guidelines.
o Ensure integration and compatibility of Recruiting on UltiPro with legacy and new systems.
o Promote training to facilitate user adoption.
o Utilize real-time data to expedite business- and program-level reporting.
ATTRIBUTES: EXPERTISE, SKILLS & EXPERIENCES
- \*Position-Specific Attributes:*****
o 10+ years of government services-focused experience in recruitment and human resources, preferably in a senior functional role at a firm with mid-sized international operations.
o Minimum of 5 years in a leadership recruiting/HR role with a government services company, preferably with USAID, OTI and other Donors as major clients.
o Technical skills and experience in position analysis, manpower planning, sourcing, interviewing, selection, negotiation and onboarding.
o Bachelor’s/Master’s degree in international development, human resources or related fields.
o Strong knowledge of EEO and similar regulatory and compliance responsibilities.
o Relevant HR industry certification preferred.
o Technical software skills and experience with HRIS crucial, particularly in recruitment systems.
o Hands-on experience with UltiPro preferred.
o Exceptional working, organization, managerial, interpersonal and communication habits.
o Skill and recent practical experience with total compensation strategies.

o Broad and deep knowledge of human expertise and areas of focus with the international development and related areas. Substantial presence and contacts as an industry professional.
o Clarity on requirements and opportunities within the recruiting process for expertise and staff supporting USAID and other donor agency projects.
o Excellent, practical and compliant approaches to communication and negotiation with potential employees.
o International/global recruiting experience and expertise, supported by deep contact lists.
o Understanding of international societal dynamics, trends and cultural sensitivities in the recruiting and employment realm.
o Human asset data collection, analysis and reporting skills.
o Recent practical experience utilizing professional recruiting protocols, tools, methodologies and techniques.
