The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 16 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.

Job Summary

Project DELTA is a CDC-funded, multi-country technical assistance project that focuses on PMTCT and adult & pediatric care and treatment.

AIDSFree is a USAID-funded project led by JSI with partners Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), Abt associate, Encompass LLC, IMA World Health, the International HIV/AIDS Alliance, JHPIEGO Corporation and PATH. AIDSFree focuses on PMTCT, ART, HTC, VMMC, Condom promotion, Knowledge management. EGPAF is the PMTCT lead in AIDSFree project AIDSFree provide capacity development and technical support to USAID missions, host country governments, and HIV implementers at the local, regional and national level.

Job Responsibilities:

The Program Officer will coordinate all aspects of specific technical assistance assignments under project Delta and AIDSFree project and ensure that implementation moves forward in line with the overall projects’ framework.

Specifically, the Program Officer assumes primary responsibility for the following tasks:

Program & Agreement Management Support:

· Support the development of project work plans and reports, coordinate inputs from multiple sources, and facilitating the internal review process to ensure timely submission.

· Conduct routine monitoring of project progress, identifying best practices, lessons learned, and areas for improvement,

· Reviewing and providing comments on sub-agreements.

· Support award management for EGPAF- AIDSFree project

· Reviewing or assisting with the development of project budgets.

Assignment Planning and Preparation

· Facilitates the assignment design and planning process, which includes refining scopes of work and cost estimates, developing implementation timelines, designing logframe, etc.

· Support in development, review and copyediting of concept notes, technical briefs and other related write-ups for the core funded activities

· Liaises with donor representatives to coordinate input and engagement in assignment*

· Coordinate with EGPAF Country officers and EGPAF country office in development of scope of work and work plan responding to technical assistance request

· Coordinates with EGPAF country teams to engage country-based technical staff in TA assignments, as needed

· Coordinate with AIDSFree consortium members in the planning and design of Core funded activities and field based technical assignments as needed

· Oversees the fielding, recruitment, and orientation of external consultants, as needed

Implementation Technical Assignments and Core Funded activities

· Monitors and tracks assignment progress against timeline and budget

· Maintains communication with EGPAF staff, consultants, and clients to ensure that the team is supported throughout the course of the assignment and to ensure smooth implementation

· Coordinates with AIDSFree consortium members in the implementation of Core funded activities and field based technical assignments as needed

· As needed, travels to location of assignment to provide in-country support for activities and participates as key member of assignment team

Close-out

· Writes assignment summaries and briefing materials for internal and external audiences

· Ensures all deliverables related to the assignment are finalized

· Required QualificationsBachelor degree in Public Health and/or social sciences in relevant health field (required); Master-level degree strongly preferred

· A minimum of 4 years of experience relevant to above responsibilities (required)

Knowledge, Skills & Abilities

· Experience working on USG, HHS, or USAID and CDC-funded projects (preferred)

· Outstanding written and oral communication skills

· Well-organized, attentive to detail, and able to handle multiple tasks simultaneously

· Willing to travel internationally (up to 25%)

· Works well with minimal supervision

· High level of maturity, diplomacy, and self-awareness

· Flexibility required

· Pro-active in anticipating work requirements and problem solving

· Excellent skills in teamwork and interpersonal communication

· Foreign language proficiency desirable

· Mastery of word processing, spreadsheets, database use, and presentation software (Microsoft Office); and experience with using and researching the Internet
