PROGRAM/ DEPARTMENT SUMMARY:
Mercy Corps’ Technical Support Unit (TSU) provides program design and development support; access to best practices and technical capacity strengthening; partnership development; and thought leadership.
GENERAL POSITION SUMMARY:
Proposal Development Consultants work directly with proposal teams and may act as lead writers and/or technical advisors. Lead writers write significant proposal sections and work with the proposal team lead to delegate drafting of sections, ensure appropriate technical and country input, and manage the review and revision process. Technical advisors contribute to the development of technical approaches, ensure technical soundness and reflection of best practice, draft and review relevant proposal sections.
ESSENTIAL JOB RESPONSIBILITIES:
Consultant Scopes of Work will vary according to specific funding opportunities and are likely to include:
Lead Writer:
- Manage the drafting and review process for the technical narrative, including delegating section writing in conjunction with Proposal Team Lead.
- Write significant proposal sections as agreed with Proposal Team Lead.
- Organize review and revision process, including circulating drafts, providing clear instructions for reviewers, and incorporating feedback.
- Work with Proposal Team Lead to update narrative in response to changes in design, budget.
Technical Advisor
- Provide proposal team with key information/resources relevant to advisor’s technical area, with an emphasis on ensuring reflection of sound technical approaches and best practice.
- Contribute as needed to literature reviews, on-the-ground assessments and technical design sessions.
- Draft relevant proposal sections and review proposal drafts.
ACCOUNTABILITY:
Proposal Development Consultants generally report to the proposal team lead, Country Director or Regional Program Director, and work directly with proposal team members.
KNOWLEDGE AND EXPERIENCE:
- Bachelor’s degree and at least 8 years of experience in international development.
- Successful track record in program design and proposal development
- Exceptional writing skills.
- Native-level spoken and written English required
- Lead Writers should have extensive experience developing proposals for at least one major bilateral or multilateral donor (e.g., USAID, DFID, EC), and preferably knowledge of the geographic and/or technical areas relevant to the specific funding opportunity. Experience with Corporate and/or Foundation grant development a plus.
- Technical Advisors should have extensive expertise in the technical area relevant to the specific funding opportunity, and preferable experience with the relevant geographic area. TSU’s key sectors include: Economic and Market Development; Energy, Environment and Climate Change; Resilience; Governance and Civil Society; Food Security, Health and Nutrition; Energy, Environment and Climate Change; Gender, Youth and Girls.
LOCATION AND TRAVEL:
Mercy Corps proposal teams frequently work in-country and Proposal Development Consultants may be asked to travel to field locations for 2-4 weeks. When not in the field, consultants may work remotely or at a Mercy Corps HQ location.
