TERMS OF REFERENCE: Polio Innovation Coordinator(CONSULTANT, SSA)

Title: Innovation Coordinator (Polio Eradication)Location: UNICEF Headquarters, New YorkDuration: 11 months Start Date: Immediate

  1. Background:UNICEF is a global leader in innovation for international development. We develop and scale approaches that are transformative for the world’s most vulnerable children. For further information go to: www.unicefinnovation.org

Going forward, UNICEF needs to accelerate its already proven innovation work, and the best way to do this is by creating for the first time ever, the UNICEF Innovation Fund. This $20M vehicle is modeled on the support and analysis approaches of successful venture investment structures and will quickly assess, fund second stage projects, and scale innovations that work.

The UNICEF Innovation Fund offers: • Staged financing to manage risks • Globally rigorous yet regionally sensitive evaluation and monitoring • A portfolio-based approach to UNICEF’s challenges and • Technical assistance from the globally recognized UNICEF Innovation Team

A portfolio within the UNICEF innovation fund will be earmarked for investing in and scaling up innovations for combatting polio in countries such as Pakistan, Afghanistan and Nigeria where polio has not been successfully eradicated. Polio is a highly contagious viral infection that can lead to paralysis, breathing problems, or even death. Frequently, its victims display no symptoms, but about one in 200 infected children suffers from paralysis and sometimes death. Anyone can contract the disease, but children under five years of age are most vulnerable. Timely immunization with today’s safe and effective oral vaccines is the most effective way to prevent infection. Today, only three countries have endemic polio transmission – Nigeria, Pakistan and Afghanistan. When it is eradicated, it will be only the second time in history that a disease has been wiped from the planet.2. Justification Application of innovative technology in the area of Polio communication will accelerate the existing communication strategy globally, and in countries, and strengthen the global delivery system for providing information and engaging communities to demand Oral Polio Vaccine (OPV) and broader immunization services.

UNICEF requires a dedicated Innovation Polio Coordinator to identify and help implement the various Innovation start up projects to promote OPV, which will be jointly identified by the manager and country teams, and will be invested in based on a rapid risk analysis. There is a need for operational research, analysis of portfolio, developing an investment strategy and clearly communicating and advising senior management about funds, which are working, and those, which are not. 3. Objective Working jointly with the polio team, and the UNICEF NY Innovation Unit, the Polio Innovation Coordinator will interact across country offices and network closely with technologists, polio funders working around global innovation and leaders to assess, identify and launch a portfolio of approximately 10-15 polio related projects which can be implemented and scaled up.

  1. Specific Activitiesa) Identify projects which UNICEF Country Offices have already funded, and which have had promising initial results (most likely having been running for 6-12 months).b) ASSESS the innovations with a small team of 2-3 people from the region and UNICEF’s Innovation Unit. The team will specifically investigate donors’ interest in further scale. Then present findings to innovation board to select top people.c) CO-FUND following assessment (see above point “Assess”) the UNICEF Innovation Fund would co-fund (with country office being the other funder) a second round of up to 250,000 USD (up to 500,000 total).d) SUPPORT COUNTRIES to implement and scale up innovations, with direct country support and technical assistancee) ADVISE the UNICEF Innovation Unit by developing a monitoring and evaluation framework during the funding period to support the projects, keeping the portfolio healthy and suggesting partnerships and other opportunities.f) RE-ASSESS: After 9-12 months, a small team from the fund management plus select colleagues from the region would re-assess the project-Failed projects will be learned from, published, and presented. -Struggling projects would be able to continue, though without further funding. g) Support the analysis, management and learning of the portfolio through:

• Rapid assessments including publications of failures and successes
• A small core team of innovations and entrepreneurial specialists

h) Research successes and failures of promising projects that were scaled up i) Provide clear recommendations by capturing and mapping processes to the advisory board on projects selected for investment through the innovation fund and how this model could work for investing in future investment through the innovation fund.
