Request for Proposal: Campaign and Policy Advocacy Strategy Consultant

Asylum Access seeks to hire a policy advocacy and campaign expert to develop a major a policy platform, a coalition building and mobilization strategy, and high impact advocacy tools that will increase partner engagement and the on-the-ground impact of Asylum Access’s Refugee Work Rights global campaign. The project involves strategic planning, development of online advocacy and evaluation tools, and leveraging campaign and policy expertise to make recommendations for action to senior leadership staff.

Founded in 2005, Asylum Access is a fast-growing international nonprofit and emerging leader at the forefront of a growing refugee rights movement. With operations in Ecuador, Malaysia, Thailand, and Tanzania, our innovative approach combines grassroots legal assistance with long-term advocacy to change the way governments and international aid agencies respond to long- term refugee displacement.

Asylum Access’s Global Policy initiatives focus on:

· Promoting due process in refugee status determination through advocacy at the national, regional and UNHCR level

· Advocating for refugees’ inclusion in international human rights monitoring

· Promoting the role of human rights in refugee response, particularly the role of litigation in protecting refugees from abuse and exploitation

· Focusing on policy change that has a direct, positive impact on the lives of refugees

Asylum Access is a member of Refugee Council USA, the International Council of Voluntary Agencies, the Southern Refugee Legal Aid Network, the Asia Pacific Refugee Rights Network and the International Detention Coalition.

About the Refugee Work Rights Campaign

In 2011, Asylum Access launched a Refugee Work Rights Campaign, a global initiative to make access to access to safe and lawful employment for refugees and asylum seekers a right that is observed globally. The goals of the campaign are to:

· Change national refugee laws and policies to respect the right to work for refugees;

· Engage major international actors to promote and facilitate the right to work at the international, regional and domestic level;

· Engage non-traditional actors from the private sector in the advocacy and promotion of the right to work and livelihood initiatives; and

· Coach and empower refugee-serving organizations to incorporate refugee work rights programming at all levels.

In 2013, the organization spearheaded a Refugee Work Rights Coalition, a global network of human rights NGOs, academics and advocates who are engaging in harmonized joint-advocacy and the exchange of professional guidance on work rights advocacy.

In 2014 Asylum Access and the Coalition published a groundbreaking report–“Global Refugee Work Rights”–highlighting refugee access to work rights for 1/3 of the world’s population. The report also breaks down legal and economic arguments promoting the right to work. In this next phase, the consultant will assess existing research, writing, documentation and current coalition membership to take the report from information to action.

Role of Consultant

We expect the consultant to move us closer to accomplishing the goals of the Work Rights Campaign by completing the following:

By the end of the term, the Policy Advocacy Consultant should have developed a functioning pilot action platform on the existing Refugee Work Rights Website, and concrete plans for moving the coalition forward. The Consultant will work directly with the Global Policy Director and the Executive Director, and will be tasked with:

· Developing a strategy and business plan for a refugee work rights action platform, including ongoing engagement of existing coalition partners and establishing strategic relationships with new partners.

· Developing a process proposal for building the capacity of coalition members to advocate effectively for work rights within their own countries.

· Designing and building advocacy tools to mobilize existing and new global coalition members (Tools may include reports, actor mapping, sample press releases, sample letters to government officials, and other interactive advocacy materials.)

· Developing monitoring and evaluation tools to measure effectiveness of campaign and member engagement strategy.

· Drafting forward-thinking evaluation strategy to measure on the ground policy and/or programmatic impact of coalition efforts.

· Advising and training Asylum Access staff at HQ and in country offices on strategies, tools, and how to effectively lead the coalition.


How to apply:

Proposal Request

Interested candidates should submit a 3-5 page proposal outlining their strategy for accomplishing the above objectives. The proposal should include:

· Project description/approach

Candidates should also submit:

· Resume

· List of past projects

· List of 3 references

Applicants must clearly demonstrate the following:

· A deep knowledge of international law, refugee law, or experience working with refugees and asylum seekers in a legal capacity

· Experience in campaign development and management

· Excellent written and verbal communication skills

· Some experience interacting with Wordpress or other online tools

· Strong initiative and ownership of projects, ability to manage multiple deadlines and work effectively with a high attention to detail

An asset:

· Experience in community organizing, training, and / or engagement with refugees, migrants, or other vulnerable populations and/ or with international organizations or outside of the United States

Timeline and Budget

We anticipate the project to require approximately 5-6 months of work and will have a set maximum project budget of $20,000.

Proposals are due as soon as possible and no later than February 5, 2015.
