Annual emolument package: £42,574 per annum exclusive of a housing allowance, education allowance (if applicable), medical allowance, installation grant and shipment of personal effects are also provided.

Purpose of the Project

This consultancy aims to create a framework to strengthen the institutional and human capacities within the Belize Public Service so as to equip it with all the necessary conditions for its modernisation.

Project activities and expected outputs

The Consultant will lead in the undertaking of the expected activities to achieve the required outputs. The project will have a Steering Committee, acting as a Change Management Team, comprised of relevant stakeholders from within and outside the public service, to guide and oversee implementation of the project. The scope of work will span the whole range of Public Services: the Permanent Establishment, the Judicial and Legal Services, the Security Services and the Teaching Service. Activities include:

  • Job Classification and Compensation Unit Orientation
  • Developing Training Programme and Train Local Staff
  • Developing a Model Job Classification Plan;
  • Developing an Interfacing Compensation System.

Implementation Arrangements

Based at the Ministry of the Public Service, the expert will report to its Chief Executive Officer (CEO). The Expert will be expected to identify baseline indicators and relevant data at the start of the project, establishing a basis for the measurement of progress towards identified objectives. This data should be included in the Inception Report, Six-monthly Progress Reports and the Final Report.

At the start of the assignment the expert will develop a priority and output-oriented work plan in close cooperation with the CEO. The expert will then prepare a quarterly progress report against the work plan that shall be submitted to the CEO and to the Commonwealth. At the end of the assignment, the expert will prepare an end of assignment report, noting the achievement of the terms of reference and delivery of the scope of work.

Required Experience and Qualifications

  • At least 10 years of experience in the development and management of job classification and compensation systems;
  • Practical experience and training in the specialist areas of Strategic Human Resource Management, including job classification and compensation development and management, modern state-of-the-art job evaluation, classification, compensation principles and techniques;
  • Experience in training of subject areas related to Strategic Human Resource Management, Job Classification and Compensation Development and Management;
  • Negotiation and diplomatic skills and having the ability to interact with key players at the Centre of Government;
  • Experience in making presentation of study findings and recommendations before stakeholders;
  • Excellent change management, training/mentoring and facilitation skills;
  • Highly computer literate;
  • Experience in successfully managing classification, evaluation and compensation studies for similar systems
  • Evidence of working in a Commonwealth jurisdiction.
  • Degree in one of the Social or Management Sciences AND Master’s Degree in Human Resource Management or relevant area.
