Introduction

Linking Village Saving and Loans Associations (VSLA) to Mobile Payments Operators/HIFIVE was a 16 month project funded by HIFIVE/USAID and executed by CARE Haiti to Scale-up VSLA groups and improve access to financial services for 9,700 members through mobile transactions. The main point of the project was to enable CARE Haiti to take its savings-led model to scale, demonstrate the sustainability and replicability of the methodology, promote effective linkages with formal sector financial providers, and significantly increase the financial sector’s ability to reach the poor with accessible to appropriate services on a demand driven basis, and encourages formal systems to view the extremely poor as potential markets for their products.

For the purpose of addressing the limitations on linkages, CARE Haiti and LAJANCASH partnered to explore the VSLA use of the Mobile Services and to expand access to the financial services by providing secure money storage and instant money transfer opportunities to the group members.

Tasks description

In order to evaluate the project outcomes, CARE Haiti is looking for a consultant or a firm to:

i. Assess the level of achievement of the project objectives and expected results (by doing an analysis of the achievement against the indicators set out in the log frame), review and understand the factors (positive or negative) that were responsible for this performance.

ii. Assess the extent of stakeholders’ (VSLA members, Village Agents) understanding, participation, and ownership of VSLA methodology and approaches and the extent to which it affects implementation and consequently impact on the direct beneficiaries.

iii. Examine the degree to which the VSLA intervention is empowering the direct beneficiaries to address their financial needs and other needs and the extent to which it addresses the gaps of access to financial services in their localities.

iv. Assess the effectiveness of the mobile payments model by using LAJAN CASH. To date, there is growing evidence regarding the potential of the model, but there has been very few in-depth assessments carried out which analyze the effectiveness and the replicability of the model.

v. Assess the competitiveness of LAJAN CASH as compared to other mobile money providers on the Haitian market. We will particularly look at the following components:

  • Level of outreach
  • Level of member satisfaction.
  • Income generating opportunities through mobile payments for Village Agents

How to apply:

The specifications of the Consultant or Firm

The study requires a consultant(s) with a proven experience in digital finance or mobile money transfers and a specific knowledge of the Village Savings and Loans Association methodology (or similar), including experience or knowledge of the financial linkages or community level microfinance schemes. Proven experience in carrying out project evaluations

A high level of spoken and written English –or French is essential, and the ability to speak local languages (Créole) will be an added value. The final report has to be in English.
