SUMMARY
The Business Development Manager leads proposal development on large and complex opportunities within the Business Development Unit. As a senior member of the Business Development Unit the Business Development Manager contributes to the elaboration and implementation of the business development strategy and leads in the pursuit of specific new business opportunities to meet ADRA’s annual revenue targets. The Business Development Manager develops and maintains effective working relationships with US Government clients (USAID, State Department, and Department of Agriculture), NGOs and other partner institutions to position ADRA to win new business.
RESPONSIBILITIES
· Contributes to business development plans to meet ADRA’s annual revenue targets, outlining target clients (donors, foundations) and regions/countries.
· Stays current on information/intelligence of government priorities, donor trends, development methodologies that impact ADRA’s business and proposal development process.
· Recommends go/no go decisions to the BD Director and Business Development Committee.
· Develops Capture Management, Action and Proposal Management work plans as the roadmap for proposal development.
· Identifies staffing requirements and ensures that proposal roles are appropriately filled.
· Markets ADRA with donor decision-makers, potential partners, private sector entities and government counterparts.
· Leads proposal development efforts, serving as Proposal Manager for specific opportunities.
· Defines program design, proposal strategy/vision in cooperation with colleagues in the BDU, other units and ADRA Country Offices as needed.
· Ensures proposal strategy and win themes are embodied in the proposal.
· Leads the development of the budget strategy to ensure maximum cost-recovery.
· Conducts handover meetings for successful proposals with implementation and technical staff to ensure continuity.
· Engages with clients to identify their needs, define the issues, and provide them with clear and articulate information relative to how ADRA can meet their needs.
· Promotes teamwork and cooperation to achieve shared objectives.
· Participates in business development meetings, sharing knowledge and professional expertise.
· Participates as a BD expert and trainer in the development and/or delivery of trainings and ADRA-sponsored workshops that contribute to the needs of the organization and the BDU.
· Provides technical assistance to country offices as needed through field visits, workshops, seminars, and capacity building activities, so that country office staff can meet proposal, performance, quality assurance, and customer service standards for various sectors and donors.
· Participates in strategic planning for the Business Development Unit and creates and implements action plans to realize new initiatives.
· Contributes to increased capacity of the Business Development Unit through ongoing professional development.
· Identifies and undertakes relevant continuing education and skills enhancement seminars to improve performance, efficiency and capacity.

QUALIFICATIONS
· Master’s degree (MA/MS) in a relevant technical area
· 5 years of related experience, or combination of formal education/training and experience.
· Experience leading large proposal teams for multi-million dollar funding opportunities
· Experience negotiating roles in partnerships, consortia and strategic alliances.
· Ability to lead proposal strategy sessions to develop proposal value proposition and win themes and to develop complex proposal methodologies.
· Strong analytical and assessment skills, including the ability to analyze development challenges and propose interventions to address them.
· Excellent written communication skills, including ability to write, integrate, and edit technical approaches on a wide range of development topics, articulating solutions in a clear, concise, and persuasive manner.
· Effective interpersonal and oral communication skills.
· Experience in and thorough understanding of other donor regulations, such as the State Department, Department of Labor, Department of Agriculture, Millennium Challenge Corporation (MCC) and World Bank is strongly preferred.
· Experience in and thorough understanding of USAID regulations for grants and cooperative agreements (OMB Circulars, Mandatory Standard Provisions). Experience in contracts (FAR, AIDAR) and foundations preferable.
· Must exhibit cultural sensitivity.
· Strong knowledge of Microsoft Office tools (Microsoft Word, Excel, Outlook, and PowerPoint).
TRAVEL
· Frequent international travel required, approximately 25% of time.

Person must be able to perform essential job functions with or without accommodation. Incumbent should be in optimal health for difficult and temporary below-basic living conditions at overseas location and for field travel in general.
