Program Overview
The Transparency, Accountability, and Participation Civil Society Platform (TAP) is an informal coalition of CSOs working together for the past year to ensure that good governance is at the heart of the United Nations' Post-2015 framework. TAP's conception of "accountable governance" is framed by notions of rule-of-law, transparency, accountability and citizen participation, as well as respect for human rights. Within this proposal, the term accountable governance will be used as shorthand, incorporating the abovementioned ideas. TAP includes institutional members, including, among others, Transparency International, the International Budget Partnership, CAFOD, Save the Children, Integrity Action, The Ploughshare Group, Development Initiatives, Publish What You Fund, Global Witness, United Nations Association of the USA and Plan International.
TAP is advocating for:
- A stand-alone goal on governance, transparency and accountability within the Post-2015 Sustainable Development Goals (SDGs)
- Transparent and accountable mechanisms for, and citizen participation in the implementation and monitoring of the SDGs.
Organizational Overview
The World Federation of United Nations Associations (WFUNA) will be the host organization for TAP, which entails accepting and managing grant funds and hosting the project staff.
WFUNA is a global nonprofit organization working for a stronger and more effective United Nations. Established in 1946, we represent and coordinate a membership of over 100 United Nations Associations and their thousands of members. We are the largest international network of people supporting and engaging with the United Nations.

Position Overview
TAP is currently seeking a Coordinator who will act as the focal point for joint policy creation, advocacy outreach, strategy development and monitoring and information collection and dissemination, to solidify the work of TAP and generate the momentum needed to ensure accountable governance underpins the Post-2015 agenda. The contract will run through January 31, 2016
- He/she also will have general WFUNA staff duties.
- He/she reports to WFUNA's Secretary-General.
- He/she must be available to interview for the position between January 8, 2015 and January 13, 2015.
- The position is based in WFUNA's New York office.
- To apply the applicant must have a valid U.S. work permit for the contract duration.
- Position is dependent on pending funding.
Responsibilities
- Provide leadership and strategic direction for the TAP coalition's development of joint work on governance, accountability, and transparency
- Regularly report to the coalition's Steering Committee with updates on progress and results
- Nurture and secure consensus among TAP's membership around goals, objectives and tactics
- Develop and guide TAP's advocacy work; identify key targets and design a strategy that connects advocacy in New York with advocacy in relevant Member States capitals
- Monitor the Post-2015 debates in the General Assembly, subsidiary UN bodies (HLPF, ECOSOC, DESA, etc.) and key political groups (EU, G77, AU)
- Represent TAP at high-level meetings with leading policy-makers and stakeholders in New York, with a specific focus on the Post-2015 agenda
- Liaise with key civil society networks, coalitions and forums focused on global development, governance and transparency; conduct research on new actors to expand the TAP coalition
- Report, share and disseminate relevant information from New York regarding key developments in the Post-2015 negotiation process, such as positions adopted by individual Member States, regional groups, UN agencies and other stakeholders
- Draft and/or coordinate the drafting of technical inputs, such as an index of governance indicators, position papers, toolkits and op-ed pieces; liaise with experts and communications specialists within the TAP coalition for production of knowledge products
- Manage Deputy Coordinator, interns and consultants
- Prepare narrative and financial reports in accordance with donor requirements and WFUNA's policies and respond to donor inquiries
- Other duties as assigned by the Secretary-General
Skills & Qualifications
- Minimum 8 years work experience in advocacy, outreach and communications
- Significant experience working with NGOs, non-profits and/or the United Nations
- Experience with governance issues and in the Post-2015 process
- Experience managing coalitions, networks and partnerships to achieve policy and advocacy consensus
- Ability to think strategically and to analyze, interpret, and assess information
- Excellent written and oral communication skills
- Experience using social media networks and media tools
- Advanced degree or higher in international relations or a related field
- Fluency in English necessary, knowledge of French/ Spanish a plus
