Position Description:

SI is seeking a full-time Senior Specialist, or Specialist to join our Office of Budget and Analysis team at our headquarters in Arlington, VA. The Specialist plays a lead role in the Office of Budget & Analysis in budgeting and financial analysis tasks at the corporate and project level, and in the preparation of detailed cost proposals across a wide range of contracting mechanisms. The position reports to the Director of Contracts.

Responsibilities:

Proposal Pricing and Budget Development

· Develop and review budgets and full cost/business proposals for submission to clients.

· Ensure new business proposals are cost-competitive, while laying the groundwork for sound project management and financial health upon implementation.

· Conduct analyses and negotiate subcontractor proposals and quotes.

· Maintain a working knowledge of industry regulations, standards, and contacts; provide analysis on how changes may impact business operations.

Corporate Support and Analysis

· Work with project staff and senior management to provide timely and useful financial or operational analyses and reports for strategic planning and decision-making.

· Develop and update budget manuals, guidelines, and training modules for headquarters and field offices; deliver budget training to home office and field staff.

· Assist in the preparation of the annual corporate budget and Negotiated Indirect Cost Rate Agreement.

Project Financial Management

· Provide financial management training and assistance to project managers.

· Regularly monitor project financial performance.

· Develop and review program budget modifications in accordance with client requirements and internal policies.

· Perform other budget and analysis tasks, as assigned.

Qualifications

· Bachelor’s degree in a relevant field (Master’s preferred) and five to12 years of experience with budget preparation or program management.

· Minimum of three years of USAID pricing and budgeting. Field experience preferred.

· Superior Excel skills.

· Outstanding research, analytics, and quantitative aptitude with in depth knowledge of budgeting and financial analysis, including pricing methodologies covering cost-plus-fixed fee and time and materials contracts.

· Meticulous attention to detail, accuracy and timeliness of team deliverables.

· Self-starter with demonstrated ability to work well in a matrixed organization.

· Demonstrated excellence in customer service with the ability to manage a broad range of responsibilities in a deadline oriented and fast paced environment.

· Excellent interpersonal, oral and written communication skills; ability to communicate with a range of stakeholders including HQ staff, field office personnel and international partners.

· Fluency in English; proficiency in a foreign language is a plus.
