1.Background:

Millennium Development Goals (MDG) 4 and 5 underscore global commitments to reduce child mortality by two-thirds and maternal mortality by three-quarters between 1990 and 2015. In many low income settings, 10-20% of children die before the age of five and the death of mothers during childbirth takes place far too frequently. This is despite substantial evidence documenting the benefits of a range of simple, effective and low-cost interventions for reproductive, maternal, newborn and child health (RMNCH). Too often, these high-impact interventions and the essential commodities they deliver fail to reach the women and children who need them.

In support of these efforts, the UN Commission on Life Saving Commodities (UNCoLSC) established a set of commitments to increase availability and access to 13 underutilized, high-impact commodities for women and children. This confluence of leadership and momentum has stimulated discussions around how to optimize the contributions of key financial and implementing partners. Effective global coordination is essential. In response to these issues, an RMNCH Steering Committee*comprised of key bilateral partners, country representatives, H4+ UN Agencies and others was established as a mechanism to enhance the alignment of the international response with country needs and resource gaps. This is supported by a new RMNCH financing mechanism (*RMNCH Fund) which provides a predictable and flexible pool of resources to support innovative and catalytic interventions to address key bottlenecks. A multi-UN agency Strategy and Coordination Team (SCT), comprised of representatives from UNICEF, WHO and UNFPA, provides coordination and technical support to facilitate this collective response.

An RMNCH Coordinated Country Engagement process has emerged from this Steering Committee as a high-level partnership between participating UN agencies, major development partners and interested countries (approximately 40 countries expected) to better coordinate technical and financial flows. The overall aim of the RMNCH Steering Committee and Fund are to contribute to reductions child and maternal deaths and accelerate progress towards MDGs 4 and 5. The broad objectives are to:

• To better align global initiatives, expertise and resource flows with country RMNCH needs

• To overcome country-specific bottlenecks and improve access to life-saving commodities and interventions

In partnership between Ministries, lead H4+ agency and the SCT, the following outputs are expected:

• To conduct a resource mapping of global and national RMNCH resources

• To address key programme and commodity-specific RMNCH barriers

• To track critical RMNCH bottlenecks in the access, availability and effective delivery of programs and commodities

A Results Framework that links activities of the RMNCH Steering Committee and Fund to reductions in maternal and child deaths must be developed and informed by a theory of change that investigates interdependent processes at a number of levels. Development on the Results Framework is ongoing at the global level and will require additional country-specific logical frameworks.

2.Purpose:

To support the work of the Strategy and Coordination Team (SCT) – specifically the collation, processing, entry and maintenance of information within the RMNCH database and archive for the Monitoring and Evaluation group- the RMNCH SCT is recruiting a Senior M&E Specialist to lead the efforts of the M&E group within the RMNCH Strategy and Coordination Team mission. In this mission, the Senior M&E Specialist will support the following:

• Implementation of the RMNCH Results Framework including the tracking and reporting of:

o Country Engagement process

o Trust Fund grants and related activities

o Technical Reference Team activities

o Global and in-country progress toward the recommendations of the UN Commission on Life-saving Commodities

• Relational database of RMNCH indicators and reference materials from multiple levels – global, national, and sub-national

• Web-based visualization platform for monitoring global and national progress towards RMNCH targets

• Web-based platform (i.e. di Monitoring) for grants management and monitoring implementation progress

• Modeling of current RMNCH intervention deployment and coverage on projected lives saved using the Lives Saved Tool (LiST) and/or Impact2. Incorporate routine information systems data, such as HMIS and LMIS, into intervention coverage models, where possible.

• Deriving necessary RMNCH funding requirements using available costing tools

3.Timeframe and Expected results:

This will be a (Full-time) 6-month assignment on a consultant contract.

Proposed Start date: 2 Jan 2015 End date: 30 June 2015

· Direct the collation, analysis, and dissemination of information required for fulfilling the RMNCH Results Framework

· Develop and validate modeling methodology for using existing routine datasets, such as HMIS/LMIS, to assess current RMNCH intervention coverage and project lives saved using tools, such as LiST and Impact2.

· Develop the Logical Framework required for DfID grant application and manage all analyses for interim and final reporting requirement

· Manage the development and quality assurance of the following:

o Relational database of RMNCH indicators and reference materials from multiple levels – global, national, and sub-national

o Web-based visualization platform for monitoring global and national progress towards RMNCH targets

o Web-based platform (i.e. di Monitoring) for grants management and monitoring implementation progress

o Models estimating RMNCH funding requirements

o All M&E work products within the SCT for internal and external dissemination

· Create all M&E-related content for reports, budgets and workplans including Steering Committee reports, donor progress reports, and business plans.

· Lead on the development of M&E presentations for key meetings, with senior leadership of governments and partner agencies.

· Liaise directly with global and in-country partners regarding access to existing routine datasets, such as HMIS and LMIS information, enumeration of the Landscape Synthesis and any other SCT M&E activities.

· Support the Country Engagement process through direct communication with international consultants regarding the Resource Mapping, Funding Summary, and other M&E related reporting needs.

· Coordinate all Monitoring Advisory Group activities including bi-annual meetings and communication needs

· Supervise the creation of a harmonized health facility assessment survey tool and data entry template (within the CSPro software)

· Work directly with the leadership of the UN Special Envoy and MDG Health Alliance on complementary analyses and initiatives to further drive the MDG strategy.

· Communicate directly with stakeholders in other agencies (e.g. CoIA, Countdown to 2015, and ALMA) to ensure alignment of M&E activities across initiatives where appropriate.

· Provide ad hoc fulfilment of data requests, reports, research and analytical support as required

. Key competences, technical background, and experience required:

• Master’s or Advanced university degree in public health or administration, business administration, statistics or other relevant field or equivalent professional training or work experience

• At least four years of Senior-level experience as a Data or Research Manager, Epidemiologist, or Monitoring and Evaluation Manager with an international development organization, academic institution or comparable experience in the private sector.

• At least two years’ experience as a Data Analyst in similar context is desirable. Working experience in a country in a developing context is desirable.

• Demonstrable work experience of increasing involvement and responsibility in Monitoring and Evaluation management and analysis.

• Experience working in multi-cultural/national teams

• An excellent knowledge of English and preferably a working knowledge of French. Knowledge of other languages an asset.

6. Location

The Senior M&E Specialist will be located in New York and the consultancy will require domestic and international travel, as deemed necessary.
