The HR for Supply Chain Management Evaluation Intern will be assigned to the Commodities Security Logistics Division (CSL) under the Office of Population and Reproductive Health (PRH) in the Bureau for Global Health (GH). The PRH Office provides coordination and performance tracking for the family planning component of the United States Government's (USG) Global Health Initiative. The CSL Division supports USAID’s efforts to strengthen commodity security – i.e., improving the availability of and access to essential health commodities for people in low and middle income countries. Commodity security is an essential component of health services. In many low and middle income countries, people are often unable to reliably access health commodities due to inadequate supply, policy barriers, ineffective health systems, and limited understanding of the marketplace. Expertise across a range of disciplines is required to advance commodity security, and to design and implement policies and programs that support it. Financing, policy reform, market segmentation and development, procurement, logistics, workforce capacity, performance improvement, and institutional strengthening are just some areas of concern.
INTRODUCTION:
The Intern will primarily support two related, but distinct, intiatives: (1) the Evaluability Assessment of the HR, capacity building and organizational development aspects of one of USAID’s major supply chain and logistics programs; and (2) implementation of the realist review methodology to conduct a meta-analysis of publications and documents produced by multiple USAID projects relating to human resources for supply chain management (HR for SCM). S/he will receive day to day guidance from the Organizational Development Advisor as his/her onsite manager.
LEARNING OBJECTIVES:
· Gaining an understanding on how investments in human resources, capacity building and organizational development have an impact on supply chain performance.
· Gaining an understanding on the realist review methodology for systematic evaluation of grey-matter publications (non-peer-reviewed).
· Deepening skills in evaluation and assessment, including articulating and vetting a theory of change, indicator development and evaluation methods.
· Deepening skills in collaboration and coordination within a complex organizational and implementation structure.
ROLES & RESPONSIBILITIES:
· Coordinating support to the evaluability assessment advisors in PRH and coordination with the evaluability assessment consultant team and key informants/stakeholders.
· Conducting review and analysis of a significant volume of documents and publications produced by USAID’s projects on HR for SCM following the realist review methodology to produce and publish an analysis of USAID’s work to-date in this technical area.
· Coordination with the related realist review process conducted by the People that Deliver Initiative.
· Other tasks or responsibilities may be assigned based on organizational and programming needs and/or the Intern’s own interests.
QUALIFICATIONS:
· Currently enrolled doctoral degree candidate in a program related to public health, supply chain management, human resources, business, or relevant field; or completion of such within past 12 months.
· Demonstrated understanding of the changing economic landscape in Africa and interest in Sub-Saharan African development and public-private partnerships.
· Experience with global healthcare marketing, pharmaceutical data and the changing pharmaceutical landscape is preferred.
· Strong analytical, oral and written communication skills.
· US citizenship or US permanent residency required.
COMPENSATION:
$2,000 bi-weekly (exempt, salaried position).
