1.0Background
UNFPA Pacific Sub-Regional Office’s 5th Multi-Country Programme Document 2013-2017, aligned to the revised Strategic Plan seeks toachieve universal sexual and reproductive health, reproductive rights, gender equality, and reduced maternal mortality, in line with national and sectoral development goals in fourteen countries. A key output of the 5th MCP is the strengthened national capacity for availability, analysis and utilization of data for informed decision-making and policy formulation around population dynamics, youth, gender equality and sexual and reproductive health, including family planning. To achieve this output, UNFPA supports (a) analysis and dissemination of results of censuses, demographic and health surveys and other surveys; (b) revitalisation of vital registration and health information systems, in partnership with regional partners; (c) development, implementation and monitoring of reproductive health, population and gender policies; and (d) advocacy through national parliamentary groups on population and development in a triangular alliance with traditional and faith-based leaders.
Popularization of census and national survey data is critical support of the information, education and communication (IEC) that are required to achieve all MCP5 outputs particularly in understanding population and development linkages. Data review and analysis for championing issues of household resourcefulness, fertility and emerging issues such as population ageing, urbanisation and migration contribute to MCP5 synergy. Evidence-based IEC qualifies UNFPA’s local, national and sub-regional partnerships for behaviour change communication and advocacy on population and development.
2.0Introduction
Demographic Health Surveys in Samoa and Tonga:
In 2013 and 2014, UNFPA PSRO provided funding and technical support to the planning and implementation of the Demographic Health Surveys in three PICs including Samoa and Tonga. With the completion of field work, the Governments of Samoa and Tonga have formally requested UNFPA for technical support to the analysis, drafting and dissemination of the DHS in 2015.
The TA will strengthen the capacity of the Samoa and Tonga Bureau of Statistics and the Ministry of Health, and improve quality assurance of the data analysis, reporting and dissemination for policy development and programme planning, monitoring and evaluation. Robust analyses of the data, beyond those published by the DHS project in its survey reports, are essential for transforming data into information.
3.0 Objectives
The objectives of this consultancy are to providetechnical assistance to DHS Data analysis and report writing in Tonga and Samoa.
4.0 Required Qualifications and Experience
· Minimum of 8-10 years professional experience working with population and reproductive health surveys in the Pacific islands region;
· Close familiarity with UNFPA’s global and regional programme frameworks, including the ICPD Programme of Action;
· Post-graduate degree in demography, population studies or related field; PhD is preferred;
· Proven ability to write technical reports in clear and well-structured English.
