Description:
The Program Development and Grants Officer role sits in the Program Quality and Organizational Development (PQOD) Department, which comprises 3 units: Program Development, Monitoring and Evaluation, and Organizational Development. As part of a dynamic team and under the supervision of the Program Development and Grants Manager, s/he will be responsible for:
· Funding opportunity research and proposal development;
· Grant management and reporting;
· Lesson learning and capacity building.
Responsibilities and Duties:
1. Essential Functions
Funding Research
· Research funding opportunities on a regular basis;
· Liaise with potential donor organizations for grant-related information as needed;
· Provide timely advice and information on funding opportunities, requirements and procedures and support on Go/No Go Meeting preparation and delivery.
Proposal Writing
· Assist in the formulation of grant proposals and the coordination of the appropriate contributions from the different program departments: coordinate the collection of relevant information from J/P HRO program teams for proposal preparation and edit draft proposals for accuracy, completeness and clarity to ensure high-quality of final submissions in accordance with grant/donor requirements and deadlines;
· Support the Program Development/Grants Manager in defining and implementing program funding strategies;
· Represent J/P HRO in donor meetings, in conjunction with other J/P HRO staff;
Donor relationship management
· Provide support to Program Development and Grant Manager in communications with donors regarding grant opportunities and ongoing projects as needed;
· Support the Program Development and Grant Manager in the presentation of current programs and activities internally and externally;
· Provide assistance in resolving issues and conflict with funding/donor agencies;
· When needed, represent J/P HRO in external meetings (Cluster meetings, meetings with potentials partners and donors, etc.).
Program performance andReporting***
· Lead on in the implementation of the Grant Opening Meetings;
· Coordinate monthly, quarterly and annual donor reporting schedules;
· Define the structure of the report and data needed;
· Define (with the M&E officer) the data analysis needed;
· Finalize report for Program Development and Grants Manager review.
Monitoring & Evaluation and Organizational Development
· Assist the M&E Officer in the formulation of M&E and information management tools for proposal development and grants management;
· Participate in the documentation of lessons learned and best practices of the different programs;
· Participate in organizational capacity building initiatives led by the Program Development/Grants Manager;
· Lead user of Salesforce for Proposal Development and Grants Management information management.

3. Qualifications
· Bachelor’s Degree in International Relations, Development or other relevant academic background (essential), Master’s Degree (desirable);
· Minimum of 2 years of experience in writing in a professional setting in both English and French (required);
· Experience in drafting proposals for major development agencies such as ECHO, USAID, World Bank or The Clinton Foundation (required);
· Minimum of 3 years of work experience in the development field (highly desirable);
· Previous work with non-governmental or international organizations (desirable);
· First-hand knowledge of the Haitian context (desirable).
4.**Required Skills**
· Superior written communication skills, evident through written proposals or other submissions in both French and English (required), Fluency in Creole (desirable);
· Excellent interpersonal skills with the ability to effectively network and manage a variety of relationships in a multicultural environment;
· Flexible work attitude, ability to meet unexpected demands and capacity to work both in a team environment and independently;
· Strong computer skills with MS Office suite;
· Integrity and commitment to humanitarian values.
