****OVERALL RESPONSIBILITIES:****

The Project Director III (PD) is responsible for the oversight, administration, supervision, management, monitoring, and evaluation of the project’s performance and for the achievement of required project results and will be the official project representative for MSH through maintaining communication between all concerned parties, including appropriate officials from USAID In this role, the Project Director will support a global project that focuses on leadership and management in the health sector. USAID’s project objective is to strengthen the sustainable leadership, management and governance needed to implement quality health programs. It will address the leadership, management and governance needs of health systems, thereby enhancing service delivery to improve health care outcomes in Family Planning and Reproductive Health (FP/RH), HIV/AIDS, malaria, Tuberculosis (TB), Maternal and Child Health (MCH), and other health services while at the same time strengthening the management systems necessary to develop, maintain, and support health care delivery.

The PD provides strategic leadership and bears primary responsibility for the achievement of project technical objectives, the effective management and development of staff, and for the timely and accurate fulfillment of the administrative and reporting requirements specified in the donor contract/cooperative agreement. In addition, the PD determines the specific tactical and strategic responsibilities allocated to the Deputy Project Director and other members of the Project Leadership Team, facilitates a staffing structure that ensures the project team works together smoothly towards project objectives, and sustains an overall vision of success that fully engages stakeholders, project partners, and staff in the fulfillment of this vision. The PD is the official project representative for MSH and maintains communication between all relevant parties, including appropriate officials from USAID.

****SPECIFIC ACCOUNTABILITY****

****Vision, Strategy and Planning****

  • Ensure congruence of values, mission, strategy, structure, systems, and daily actions
  • Oversee the development and implementation of strategies and work plans that focus on overall award objectives and key success factors, sustainability, feasibility, cost effectiveness, and achievement of the required results
  • Ensure that all work planning is completed and all project objectives are met effectively, and in cooperation with project partner organizations and other stakeholders.

****Project Management/Implementation/ Delivery of Technical Results****

  • Provide overall leadership of the team and direction of all technical and administrative operations under the cooperative agreement/contract. Take the lead in responding to changes in the environment and making decisions on reallocation of program resources, adjusting functional and reporting relationships as appropriate.
  • Ensure the high quality, within-budget, and on-time delivery of the interim and final results required by the donor. In collaboration with the donor, partners, and key stakeholders, periodically evaluate progress towards the completion of project deliverables to verify alignment with strategic directions and defined targets.
  • Ensure that the program has adequate staff to carry out high-quality work and that staff are recruited and hired in accordance with state-level, federal-level, donor and MSH requirements.
  • Ensure collaboration with partners, donor, and stakeholder representatives.
  • Serve as a technical resource in area(s) of expertise as appropriate.
  • Ensures that quality of services is maintained at the highest standard and that all project objectives are met.

****Relationship Management****

  • Cultivate, manage, and strengthen positive, productive relationships with USAID, partners, Ministries of Health, and other cooperating agencies, NGO’s, etc.
  • Ensure consistently effective, timely responses to donor and other key stakeholder inquiries and concerns.
  • Ensure strong, productive working relationships with all partners and subcontractors to assure that the project receives the full benefit from their specific areas of expertise.

****Financial Management****

  • Together with the Finance/Administration Manager, adapt and implement management systems with standard operating procedures to administer all activities funded by the cooperative agreement/contract.
  • Ensures there is sufficient financial staff for disbursing all local costs under this project and that budgets are monitored and costs controlled based on sound financial and accounting principles, MSH guidelines, and USAID requirements
  • Prepare financial reports of project expenditures for submission to USAID.

****Supervision****

  • Supervise Project Leadership Team with particular focus on their key tasks and project deliverables. Supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing and assuring adherence to MSH and project policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.
  • Ensure strong, positive supervisor-employee relationships which support professional development and mentoring, and address problems in a timely manner.
  • Manage and supervise the Project Staff in the identification of all project technical assistance needs required to achieve the expected outputs of the cooperative agreement/contract, development of suitable scopes of work, recruiting of consultants, and execution of technical assistance contracts.

****Monitoring and Evaluation****

  • Working with the project’s M&E Director, oversee development of a project monitoring and evaluation plan and guide the implementation of that plan throughout the project.

****QUALIFICATIONS:****

  1. MPH, MBA or master’s level degree in related field or equivalent experience, ideally in public health, community medicine or social sciences.
  2. A minimum ten plus (10+) years of experience in addressing issues of leadership, management and governance for health/health systems strengthening and or/or designing, implementing and managing large complex projects in/for developing countries.
  3. Demonstrated international credibility as a leader on matters of leadership, management, and governance for health/health systems strengthening in developing countries.
  4. Experience in interacting with government agencies, host country governments, counterparts and prior experience and success in directing similar or larger international donor-funded projects.
  5. Demonstrated strategic planning and visioning skills.
  6. Knowledge of USG regulations and administrative procedures in the implementation of donor assisted projects.
  7. Proven record of aligning diverse, multi-level teams with project mission and vision.
  8. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  9. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.
  10. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  11. Excellent verbal and written communication skills in English required; proficiency in a second language is highly desirable.
  12. Two years of experience living and working in a developing country.
