The Program
The PNG Provincial and Local-level Governments Program (PLGP) is a partnership between the governments of Australia and PNG to support and improve the quality of decentralised service delivery to the people of PNG through technical support provided to provincial governments and key national agencies. The PLGP is seeking applications for a Human Resource Adviser to work with the Autonomous Bougainville Government (ABG) to support the gradual process of instituting autonomy arrangements in Bougainville.

The Position
The Human Resource Adviser will work collaboratively with the Organisational Management & Human Resources Development Adviser to support the ABG to operationalize the establishment of the ABG Public Service, its Departments, Directorates and Divisions. The Adviser will support the facilitation of discussions with internal stakeholders and provide operational systems thinking and advice on proposed administrative structures of Departments/Divisions, skill requirements, staff position numbers and location. The Adviser may be required to contribute to a number of HR development outputs such as the 3-year Corporate Plan and HR Manual.
The PersonThe ideal candidate will have demonstrated management experience in a dynamic public sector environment, including experience in designing, implementing and managing programs of reform within the public sector. You will also have substantial broad based knowledge and skills in HR management with an emphasis on the importance of implementing HR management strategies in effective change management supported by capacity development initiatives for individuals and organisations. Demonstrated understanding of the role and functions of the different levels of government and its institutions and agencies in a modern democracy and Bougainville in particular, is highly desirable and is imperative to the success of this position. Work experience in the developing country bureaucracy and/or an understanding of the PNG and Autonomous Region of Bougainville context (including the Bougainville Peace Agreement), public sector systems and institutional environment is highly desirable.
