POSITION SUMMARY

Reporting to ICAP’s Senior Technical Director, the Project Director, PHIA Project provides day-to-day leadership of planning, implementation and evaluation of the Population-based HIV Impact Assessments (PHIA) project. Provides technical guidance and vision for the project and ensuring that all activities undertaken meet the highest technical and ethical standards. Oversees the four central PHIA teams focused on: survey design and monitoring; data management and analysis; laboratory; and management and administration.

MAJOR ACCOUNTABILITIES

· Supervise and manage the US-based PHIA project team, aligning their efforts with project goals and supervise and liaise effectively with the Africa-based Deputy Project Director

· Oversee full administration of the project including human and financial resources

· Harness human, material and financial resources appropriate for the project

· Together with the Principal Investigator, liaise with the PHIA project’s External Advisory Group and ensure that its distinguished members are effectively leveraged to review project findings and generate global HIV programmatic and policy recommendations

· Provide high-level guidance and oversight of the HIV impact assessments being conducted by ICAP subawardees

· Lead development of annual work plans for timely submission to and approval by CDC

· Oversee all activities, outputs and outcomes related to project management and administration including reporting, financial transactions, execution of project plans and project performance monitoring and evaluation

· Guide technical and organizational capacity building initiatives with local partners

· Troubleshoot to prevent and resolve potential problems and review outputs for quality control

· Represent the project in all matters pertaining to the execution of program-related activities before local governments, CDC and other partners including interactions with the most senior level representatives of these institutions

· Serve as secondary point of contact with CDC staff and ensure communications flow smoothly between the project and CDC

· Cultivate strategic relationships and alliances with the other USG partners and funders

· Serve as the primary advocate for the project with national/international partners

· Present progress, achievements and lessons learned to key stakeholders including CDC, the government and other implementing partners

· Increase the visibility of the project through representation at high-level visits with the CDC

· Perform other related duties as directed

EDUCATION

· PhD (or equivalent) degree in demography, public health, or in related health or medical discipline

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

· Minimum twelve (12) years of experience in the management of large-scale international health or development projects, with proven capacity in building and managing a diverse team of technical and support staff

· Demonstrated experience in facilitating the dissemination and use of population-based and/or facility-based data in developing countries

· Demonstrated competence in the analysis of population-based and/or facility-based data

· Demonstrated competence working within CDC or similar regulations and procedures

· Proven experience in establishing working relationships and collaborating with USG, other bilateral and/or multilateral donor agencies and with host-country governments

· Fluent English oral and written communication skills; ability to interact professionally in English

TRAVEL REQUIREMENTS

· Requires international travel up to 50% of the time primarily to assessment countries throughout Africa
