ORGANIZATIONAL SETTING
The Gender-Based Violence (GBV) Specialist for Capacity Development works as part of a three-person “GBV team” within the Humanitarian Branch of UNFPA’s Programme Division. The GBV Specialist is responsible for developing and advancing a Fund-wide and partner-inclusive GBV Capacity Development Strategy to strengthen the human resource pool for addressing GBV in humanitarian contexts and ensure high-quality programme interventions based on available evidence. The GBV Specialist proactively monitors and reports on relevant UNFPA initiatives to advance GBViE programming and expertise, including those being implemented at country and regional levels, and maintains in-depth knowledge of all Fund and donor monitoring and reporting requirements related to GBV capacity development efforts. The Specialist will work closely with other GBV team members and relevant HQ, regional and country office staff to oversee evaluations of programme initiatives focused on GBV capacity development and advance innovative research that drives the evidence base for more tailored GBV capacity development and programming.
MAJOR DUTIES AND RESPONSIBILITIES
The GBV Specialist for Capacity Development’s duties fall into three main areas: development and implementation of a capacity development strategy; country-level support for GBV in Emergencies (GBViE) programming; and Branch support and other duties.
- Lead Development and Implementation of a Fund-Wide GBViE Capacity Development Strategy
- Engage multiple work units and actors within UNFPA and amongst key UNFPA partners to lead development and dissemination of an internal strategy for developing the capacity of UNFPA staff and partners, including articulating UNFPA staff core competencies required for UNFPA to effectively engage in this area of work.
- Work with HQ, regional and country offices to identify and pursue opportunities for launching new capacity development initiatives, including within regional or country-level training institutions and universities.
- Maintain an annotated inventory of all available training and knowledge-building resources on addressing GBV in emergencies, including a diverse roster of qualified training facilitators. Based on this inventory, work with GBV Team and HB Chief to identify critical gap areas for possible UNFPA engagement and develop strategies for addressing these gaps.
- Identify and proactively support capacity development efforts of partner agencies and inter-agency networks to promote a common language and approach to addressing GBV in humanitarian contexts. Act as a technical resource to review and provide inputs on all relevant GBV training and knowledge materials to ensure consistency of language and approach and to promote integration of critical issues related to effective GBV prevention and response.
- Support for GBViE Programming at Regional and Country Levels
- Document country programmes to address GBV in humanitarian contexts for use in promoting best practices, identifying capacity assets and gaps, and advocating for greater funding and attention. Develop briefing notes and advocacy materials that highlight these stories.
- Support new and/or innovative research projects that drive the knowledge base for this field of work, including proactively engaging with regional and national institutions and relevant UN, NGO and academic partners. Link research projects with practical training opportunities and other knowledge promotion opportunities.
- Substantively contribute to internal and external guidance and policy documents to ensure appropriate reflection of UNFPA’s work to address GBV in humanitarian contexts and to promote common messaging around UNFPA’s field-level response to GBV.
- Support UNFPA HQ, Regional and Country Offices to develop and implement regional, national and local action plans to address GBV in emergency preparedness, disaster risk reduction (DRR), crisis response, and transition/recovery.
- Engage with civil society organizations, governments, donors, and UN and
other partners to develop advocacy messages that raise awareness about implications of GBV in humanitarian settings and to highlight protection and prevention efforts within specific crisis-affected contexts. - Branch Support and Other Duties
- Lead development of new proposals and prepare relevant donor reports; work closely with the Humanitarian Branch’s Finance Associate to ensure timely and accurate financial reporting, including by country and regional offices and implementing partners. Alert GBV Team Leader and Branch Chief immediately to any potential road blocks to project implementation, including but not limited to those requiring UNFPA engagement with donors.
- Other duties as assigned by the GBV Team Leader and/or Humanitarian Branch Chief.

QUALIFICATIONS
· Advanced University Degree or equivalent in gender studies, social anthropology, law and women’s rights, sociology, cultural studies, public health, demography, socio-economics, or other field directly related to the substantive area identified in the title of the consultancy.
· 7 years of increasingly responsible professional experience in the area of gender-based violence gender equality, women’s empowerment, protection, and/or human rights of which 4 years at the international level in humanitarian context(s).
· Extensive experience in developing and facilitating training courses on GBV or a related subject, essential.
· Experience in some elements related to GBV programming in emergencies, essential.
· Experience in culturally sensitive programming, essential.
· Excellent English writing skills.
· Fluency in English is required. Working knowledge of another official UN language is desirable.
