Project Description:

The Workforce Connections project, an Associate Award under the FIELD Support LWA, supports USAID’s E3 Office of Education to advance the achievement of Goal 2 of the USAID Education Strategy: improved ability of tertiary and workforce development programs to produce a workforce with relevant skills to support country development goals by 2015. FHI 360 will achieve these goals by building on existing efforts to create a dynamic, broad-based learning network; offering tools, ideas, and feedback to field Missions interested in expanding their workforce development activities; and contributing to and enhancing the training and professional development activities developed to date by E3.

The Workforce Connections Technical Advisor will provide technical leadership to those designing, and implementing workforce development strategies including the development, refinement and dissemination of labor market assessment tools. The Technical Advisor will lead and provide technical leadership to the Labor Market Assessment teams, as well as lead relevant activities for the Workforce Connections Community of Practice. He/she will build capacity in country-level, regional or global program staff. The Technical Advisor will provide guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound, and may evaluate proposal design and protocol development to ensure design is sound and based upon evidence-based practice. He/she will be responsible for sharing best practices in their field of expertise and contribute to the knowledge base through participation in relevant networks, and by building the Community of Practice.

Job Summary / Responsibilities:

  • Provide technical leadership in developing, refining and disseminating labor market assessment tools.
  • Coordinate with stakeholders and other workforce development implementers to build the Community of Practice.
  • Lead labor market assessments in TBD countries.
  • With technical oversight, provide technical leadership in design, development, planning, implementation; and capacity-building in Workforce Development programs.
  • Participate in resource development activities.
  • Responsible for accomplishing assigned job responsibilities, and following the standards and practices of the department and division.
  • Responsible for planning and scheduling own work flow and timetables, within area and function guidelines.
  • Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.
  • Maintains a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners.
  • Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs.
  • Develops tools for the design and implementation of specific technical components.
  • Ensures that project implementation adheres to the appropriate global strategy and remains technically sound.
  • May serve as a departmental resource on procedural, administrative and operational issues.

Qualifications:

  • Master’s Degree or its International Equivalent in International Development, Economics, Public Policy or related field.
  • 5-8 Years of relevant experience in management of large projects and/or programs.
  • Should have led at least one labor market assessment and have strong analytical capabilities proven via writing samples.
  • Proven ability to set realistic priorities, and plan for the successful implementation of activities.
  • Experience in workforce development, and labor market assessments.
  • Proficient writing and verbal communication skills.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Must be able to read, write and speak fluent English; fluency in a second language preferable.
  • Willingness to travel.
