Environment/Context: World Relief is in the process of restructuring its program design, quality, and monitoring and evaluation functions and capacities. In the past these functions have been organized into technical offices around WR’s core competencies in child survival, HIV-AIDS, Child Development, micro-finance, savings, and agriculture and agriculture value chain development. In the last several years, WR has worked to bring more integration to our programs and create consistency in program design, quality control, and monitoring and evaluation across all functions. In an analysis of our strengths and weaknesses to design and carry out programs in the field, WR has defined the need to structure ourselves somewhat differently to 1) better integrate our programs and bring more standardized project design and implementation, 2) continuously improve in monitoring and evaluation and outcomes measurements, and 3) Strengthen our project design and proposal writing capacities across all program sectors in addition to the capacity already provided by our sector specific program officers. This third item is the focus of this scope of work. World Relief will hire a full time project developer/proposal writer.

Job Description/Functions: Overall functions of the Project & Proposal Development Officer include: Track RFAs and proposal opportunities from government agencies, large foundations and corporations and make these known to the organization for timely action. Conduct background research and assist or coordinate the development of concepts or overall project designs in response to these opportunities where the organization has decided to act, write, edit, and produce competitive proposals. Assist in and coordinate proposal efforts of other proposal writing teams. Represent the organization in public forums and with donor agencies and foundations where required.

Specific job functions include:

• Regularly track donor, potential donor, and umbrella websites for Requests for Applications (RFAs) and proposal submission opportunities for both WR’s core competency areas and all the countries and geographic areas, or work closely with one or more people carrying out this task.
• Conduct background research on proposal opportunities to determine WR’s competitiveness and strategic positioning;
• Assist in collection and analysis of information necessary for innovative and responsive proposals the organization has decided to pursue.
• As assigned, serve as primary proposal writer, drafting, editing, and ensuring final production of competitive proposal for submission to donor; use writing skills to transform technical content and conceptual design into polished final proposals that are responsive to donor guidelines
• As assigned, lead proposal development processes and proposal response teams, serving as overall goal owner, ensuring timely and efficient submission of quality competitive proposals, and working with teams of technical, field and management staff.
• Maintain a roster of technical writers and contact them as necessary;
• Work with internal departments and partner agencies to collect all necessary documents, including but not limited to Teaming Agreement, Letters of Commitment, CVs, bio data sheets and other documents and standardize these to the proposal guidelines for the work at hand.
• Constantly seek to make WR’s mission, vision and values central to our program design.
• Develop and utilize tools, templates and work processes that result in streamlined and efficient proposal development and teamwork.
• Ensuring effective and ongoing communication among WR departments and offices, external partners, and collaborators throughout the proposal development process
• Work as a team member to undertake whatever is necessary to complete high quality and competitive project designs and proposals.
• As assigned research and write corporate and technical fact sheets, capability statements and provide writing expertise to other assignments as needed and/or as time permits

Qualifications:

• University education in relevant field required (social sciences, applied sciences, business, or similar).
• Advanced degree preferred
• Minimum of three years of experience in relief and development field, two years of overseas program implementation experience desirable.
• Two years of experience in proposal writing, including conceptualizing and technical writing. (submit samples of proposals and other writing samples)
• Demonstrated success in writing proposals that were subsequently funded
• Outstanding English writing skills and strong analytical, capacity assessment, and planning skills.
• Competency in survey and statistical analysis a plus.
• Strong capacity for developing budgets for development projects
• Computer proficiency in MS Office (Word, Excel) and familiarity with project management software
• Strong leadership and teamwork skills
• Excellent time-management skills, ability to deliver when facing multiple projects with tight deadlines.
• Familiarity with the international development community and donor solicitation processes (US Government agencies, European Government agencies, multilateral agencies)
• Individual must be a self-starter, strongly motivated and interested in rapidly producing results
• Strong commitment to WR’s mission, vision and values and strong interest in embodying these in project design
• Servant heart and leadership style with keen sense of prioritizing critical concerns and addressing them within the structures of WR protocols with sensitivity, justice, and grace.
