TALENT ACQUISITION MANAGER II

Background:

Position Summary:

The incumbent will serve as the lead HR professional serving the Program division(s), with a primary focus on full life-cycle recruiting. The incumbent is responsible for filling all divisional positions (HQ), key personnel (Field COP/DCOP, etc.), named positions (proposals), and pipeline resources. The incumbent will perform all typical recruitment tasks, ranging from sourcing to negotiation, with general oversight from the SDHR and the Program Division Head. (Approximately 85% FTE.)

The incumbent will also collaborate with the HR Core and Field teams regarding operational needs within the Division, and handle/resolve Level One employee communication, professional growth and human relations issues. The incumbent will receive professional recruiting and work-flow support from a staff recruiter (Approximately 15% FTE.)

Expected Outcomes:

  • A flexible, sustainable, and high-volume stream of proposal, live, and pipeline candidates relevant to the dynamic Divisional business context.
  • A seamless translation of Divisional business needs to pro-active Recruiting outcomes.
  • A regular flow of information pertaining to Divisional needs and deliverables; and, informed execution of associated Recruiting & HR activities.
  • A credible, go-to resource on all Divisional Recruiting & Employment matters, including especially career pathing.

Supervision

The TAM reports jointly to the SDHR and Division Vice President, and works closely with the Human Resources Core. The TAM is measured for success by achievement of divisional recruitment goals as well as outcomes in the context of compliance with broader corporate policies and procedures. Therefore, direct and daily communication with the Program Division leadership and members of the HR Core and Field teams is critical and expected.

Primary Responsibilities

  • Serve as client-facing HR partner and as a primary liaison between division leadership and staff, and the HR Core;
  • Serve as HR & Recruiting representative on Divisional matters;
  • Partner with hiring managers in order to develop tactical recruitment strategies;
  • Source, screen and interview applicants;
  • Ensure consistency in process including establishment of interview panels, providing appropriate interviewing questions and maintenance of recruitment documents;
  • Develop networks in critical technical sectors to facilitate effective passive recruitment;
  • Prepare posting vacancy notices of job opportunities;
  • Check credentials and references and schedule follow-up interviews;
  • Triage Level One employee communication, professional development and human relations matters, referring all matters to appropriate parties, or handling when skill set allows;
  • Gather relevant information and forward to HR Core for escalated employee relation matters and provide ongoing information as needed;
  • Explore with Training staff divisional training needs and critical patches, as necessary;
  • Attend conferences, career fairs, and special events to promote Creative as an employer of choice;
  • Disseminate/communicate information on the company, its policies, benefits, and available opportunities to agencies and applicants;
  • Collaborate on divisional aspects of UltiPro Applicant Tracking and Onboarding systems;
  • Identify strategic sources to post open positions.

Required Skills & Qualifications

  • Bachelor’s Degree in Human Resources, Business Administration or an international development-related field, or equivalent combination of education and experience;
  • 7-8 plus years international and domestic recruiting experience;
  • 3 plus years of human resource generalist experience, with some employee relations involvement;
  • Excellent oral and written communications skills, strong interpersonal skills and assertive;
  • Professional demeanor and ability to represent Creative to diverse audiences;
  • Extensive interviewing experience;
  • Thorough knowledge of recruitment and selection techniques and requirements of the Federal Selection Guidelines and the Americans with Disabilities Act, and other relevant laws and guidelines;
  • Understanding and/or academic knowledge of fragile and failing states, and the unique barriers they present in the HR/Recruiting context.
  • Knowledge of field environment and ability to source and hire candidates from within;
  • Computer literacy, database affinity;
  • Ability and willingness to prioritize tasks, organize large volume of work, perform independently;
  • Ability and willingness to work under strict deadlines and travel if necessary (~10%).
  • Knowledge of USAID, DoS, OTI, DoD, and other USG funding agency employment and benefit rules is strongly preferred.
