Procurement Coordinator

Salary: $55,000 – 70,000

The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day. DEP has an annual operating budget of more than $1.2 billion, and we purchase $200 million per year of chemicals, operating and maintenance services, and bio solids and waste handling services to support our critical service. The Office of Strategic Sourcing is currently responsible for chemicals and waste handling services and it is expected to be responsible for operating and maintenance services going forward. DEP is transforming the way we define our operational needs, analyze the market, and interact with current and potential vendors.

The New York City Department Environmental Protection (DEP) seeks a candidate to serve as Procurement Coordinator, within the Bureau of Strategic Sourcing. Candidate under direct supervision, of the Director for Strategic Sourcing, will support the Strategic Sourcing Team by developing, implementing and managing reporting, forms, templates and guides, tracking the status of all ongoing and upcoming contracts, and liaise with all parties (oversight, stakeholders, etc.) to a procurement. Candidate will assist in maintaining the Strategic Sourcing Team procurement calendar, ensuring that it is properly updated and communicating key milestones to all stakeholders; Support Strategic Sourcing in managing contracts through the procurement process through the use of in-house systems and development of ad hoc systems; Measure procurement cycle times and identify and escalate contracts that exceed target times and report on these; Create, manage and publish a central repository of contracts and all relevant materials needed for the procurement process, including training materials, templates, and forms; Develop and implement processes and support systems to improve procurement tracking and accountability over time; Develop reporting around procurement process metrics, including the procurement scorecard for performance management.

Qualifications:

  1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in project management, change management, solution adoption, purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
  2. A combination of education and/or experience equivalent to “1” above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in “1’ above. Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in “1” above.

PREFERRED SKILLS:

•Four or more years of project management experience preferably in a procurement environment, or four or more years procurement experience within a project management environment.

•Applicable certifications.

•Proven track record of managing complex and/or ongoing projects and /or procurement processes.

•Experience developing and managing metrics, reports and documents.

•Proven analytical skills and use of those skills to define understand and work through the most critical issues.

•Ability to develop actionable recommendations and implementation plans.

•Excellent communication skills (written and verbal).

•Outstanding cross-functional skills; proven track record of being viewed as credible by partner business units.

•Ability to get buy-in and commitment from both internal and external stakeholders.
