The CERF secretariat is looking for an energetic, diligent, and professional contractor to support the improvement of the fund’s online grant management system.
Background
The Central Emergency Response Fund (CERF) is a humanitarian fund established by the United Nations General Assembly in 2006 to enable more timely and reliable humanitarian assistance to people affected by natural disasters and armed conflicts. The CERF has two funding windows, to support underfunded emergencies and to support a rapid response to new or deteriorating crises. The CERF is the largest humanitarian fund managed by the United Nations. Since its start in 2006, the fund has supported urgent humanitarian action with more than $3.5 billion. The CERF secretariat, located in OCHA, the UN’s Office for the Coordination of Humanitarian Affairs, has set up an online grant management system (GMS) to enhance the overall performance and accountability of the fund, to support internal workflow processes, to improve the review and selection of project proposals, and to collect more detailed data from grants and on the review process.
Related to this specific project, support is needed for a wide variety of tasks, including support to data migration, data entry, data management, following up on technical issues, helpdesk, training, and finalizing the user manual. The CERF secretariat is seeking to recruit a consultant for initially four months, with a possibility of extension.
Tasks
Under the supervision of the Humanitarian Affairs Officer in charge of the day-to-day management of the grant management system, and under the overall supervision of the Head of the CERF’s Performance, Monitoring and Policy Section (PMPS), the consultant will be responsible for the following tasks:
Data migration
· Support the process of integrating the data for CERF projects submitted from 2006 until 2013, which is maintained in the old CERF database to the new online grant management system.
· Ensure that data, variables, categories, and values match between the old and new system, and adjust or update any old data as necessary.
· Test the system to ensure that the data has been properly integrated, and is easily accessible.
Data entry
· Enter data for applications, projects, project revisions, reports, and donor contributions into the system.
· Suggest ways to improve data entry in the GMS.
Data management
· Analyze the quality and accuracy of data in the GMS and correct or complete the data if necessary.
· Suggest ways to improve the quality, accuracy and completeness of data in the GMS.
Technical issues
· Maintain a list of issues (bugs, enhancements, etc.) that have to be addressed to make the grant management system more efficient and user-friendly.
· Maintain a list of action points for fixing bugs and improving the GMS.
· Maintain a list of the new features of each new release of the GMS, and test these features in new releases.
Helpdesk
· As a focal point for the CERF grant management system, provide service-desk function to its users, referring technical issues to IT support.
Training
· Provide GMS training to new users.
· Provide GMS training to current users on new modules.
User manual
· Update the current version of the GMS user manual to bring it in line with the current version of the GMS.
· Perform other duties as assigned.
Requirements
The CERF secretariat is looking for a candidate with:
· Proven experience in data and database management. Experience with SharePoint an asset
· Experience in providing helpdesk functions and conducting trainings
· Very good organization skills and attention to detail
· Knowledge of humanitarian issues and humanitarian financing is an asset
· Fluency in English (spoken and written)

· Start-date: as soon as possible
· Duration: initially four months, with a possibility of extension.
· Location: The position may be either home-based in New York City or at the offices of the CERF secretariat in Manhattan.
