Counterpart International is seeking a Civil Society and Transparency Specialist for an anticipated USAID-funded Civil Society for Accountable Governance and Citizen Security Project (Project) in Guatemala. The Project will support civil society organizations (CSOs) to promote accountable governance and combat corruption, as well as citizen security issues, while also building the organizational capacity of these CSOs in areas including policy analysis and advocacy, coalition building and internal governance. With direction from the Chief of Party and designated Counterpart HQ staff, the specialist will aim at strengthening systems of public accountability and transparency through targeting governmental and non-governmental institutions that monitor and account for government expenditures and performance. S/he will be responsible for supervising civil society policy advocacy and research efforts as well as engaging with parliamentary committees and other public accountability institutions on improving public accountability and transparency practices and legislation.
DUTIES AND RESPONSIBILITIES:
• Implement training and technical assistance for CSOs and the private sector to increase their knowledge of advocacy and CSO government oversight mechanisms.
• Propose and oversee administrative and logistical aspects related to advocacy activities.
• Support CSOs, private sector and think tanks in developing policy research and analysis.
• Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications.
• Develop strong organizational relationships and partnerships with local and national government authorities.
• Other duties and responsibilities as assigned. Requirements
REQUIREMENTS:
• Minimum of eight years of international development experience, including specific technical expertise in public oversight/government accountability, parliamentary strengthening, advocacy and policy analysis.
• Master’s Degree in Public Policy, Political Science, International Development or a relevant field of study.
• Technical experience in several of the following areas: democracy and governance, policy research and advocacy, institutional capacity building.
• Demonstrated knowledge of USAID development approaches, techniques and a deep understanding of democracy and governance approaches applicable to the project as well as understanding of USAID rules and regulations and mandatory reporting requirements.
• Strong presentation and communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders.
• Spanish fluency required; English fluency preferred.
