SUMMARY:

Counterpart International (CPI) seeks an experienced candidate for a Senior Program Manager position to oversee multiple projects in the Middle East and North Africa region (MENA) that currently include ongoing projects in Egypt, Yemen and soon to start new projects in MENA. The Senior Program Manager will interface between field office and HQ to meet program goals and objectives. The successful candidate will facilitate effective field program operations, deliver HQ services and directions to field offices, and inform and advise HQ on critical field activities and issues. S/he will oversee implementation of field operations — managerial, financial and programmatic compliance of program, and contribute to field-based program start-ups/close-downs and responding to donor requests as outlined in agreements with donors. The Senior Program Manager, will contribute to proactively build Counterpart’s reputation, technical capacity and resource base in the Programs Division and in the growth of the division’s portfolio. S/he will supervise up to five HQ based staff.

DUTIES AND RESPONSIBILITIES:

• Establish programmatic targets, identify best approaches for implementation of programs, and provide technical direction as appropriate
• Maintain regular communications with field office leadership to stay current on program activities, facilitate communications between HQ and field, and troubleshoot problems as they arise.
• Monitor monthly project pipelines submitted by field offices and reconcile budgets with headquarters financial budget pipelines. Track project expenditures against budget and obligated funds, burn rates, and advise on variances and draft budget modifications.
• Review and approve expense reports, payment requests and travels, and assuring compliance with projects’ terms and conditions.
• Draft and oversee relevant sub-agreements, scopes of work, and other documents facilitating project activities; advice on necessary program modifications to ensure achievement of project objectives; and conduct due diligence, ensuring financial, managerial, monitoring operational and security compliance with program deliverables and relevant Counterpart and donor policies and procedures.
• In collaboration with HQ technical specialists, develop knowledge of technical issues relevant to programs; as Senior Program Manager, provide technical expertise in management and incorporate into implementation plan.
• Capture and share best practices and lessons learned and work with field program staff to develop impact stories.
• Coordinate quarterly, annual and other regular report inputs, report writing to ensure timely reviews prior to submission deadlines.
• Work with Senior Director, HQ staff and field offices to develop and carry out start-up plans for new projects and country programs, coordinating closely with headquarters and field staff to develop implementation plans and M&E reporting.
• Work with Senior Director, HQ staff and field office to close out projects, prepare final reports, and ensure prompt resolution of outstanding issues.
• Monitor and evaluate program performance through regular tracking and analysis of M&E data and periodic travel to project sites.
• Provides support, and contribute technical expertise to Counterpart’s knowledge management and program leadership teams in addressing organization wide program implementation best practices, evaluations, including baseline, midterm, and final activities.
• Review and evaluate program work plans, monitoring and evaluation plans and monitors their timely implementation; reviews and evaluates program reports (quarterly, final, financial).
• Engage in personnel decision-making: screen and interview candidates for key field personnel, HQ positions, and potential new staff for proposals.
• Select and develop scopes of work for consultants in consultation with designated program managers in the field.
• Coordinate program implementation activities with Communications, Human Resources, Administration, Finance, and other program divisions at Counterpart HQ and with US-based partner organizations.
• Identify and recommend relationships with strategic corporate, non-profit or governmental partners and negotiates alliances to achieve program goals.
• Oversee the compilation, integration and distribution of program best practices, lessons learned, success stories and impacts across civil society programs and institutionally.
• Participates in proposal review process.
• Updates program past performances.
• Represents Counterpart at conferences and other events.
• Prepares and distributes written materials for publicity purposes.
• Promotes programmatic and interpersonal problem solving.
• Supports and develops team building in all work areas.
• Other duties as assigned

Requirements/QUALIFICATIONS:

• A minimum of a Master Degree plus 10 years related experience (or relevant equivalent). Master’s degree in political science, international relations, development studies, and/or other related field;
• Demonstrated experience providing technical expertise in region or sector in management of development programs is required;
• Demonstrated experience managing USAID-funded programs, preferably the Middle East, including budget and financial management;
• Strong internet and computer software skills, including MS Office, web-based research tools, as well as ability to work in complex database environments;
• Working knowledge of USAID’s Rules and Regulations and other applicable USG guidelines;
• Strong written and verbal communication skills (writing sample required);
• Ability to travel internationally, frequently under conditions of hardships;
• Ability to work in multi-cultural and lingual settings;
• Strong and demonstrated inter-personal and negotiation skills and ability to manage diverse teams;
• Robust multi-tasking skills and attention to detail under time-pressure and on short-deadlines; and
• Fluency in English required. Arabic and previous work experience in the Middle East preferred.
