BACKGROUND AND JUSTIFICATION
Habitat III is the United Nations Conference on Housing and Sustainable Urban Development to take place in 2016. In resolution 66/207 and in line with the bi-decennial cycle (1976, 1996 and 2016), the United Nations General Assembly decided to convene, the Habitat III Conference to reinvigorate the global commitment to sustainable urbanization, to focus on the implementation of a “New Urban Agenda”, building on the Habitat Agenda of Istanbul in 1996.
Member States of the GA, in resolution 67/216, decided that the objective of the Conference are to secure renewed political commitment for sustainable urban development, assess accomplishments to date, address poverty and identify and address new and emerging challenges. The conference will result in a concise, focused, forward-looking and action-oriented outcome document.
Habitat III will be the first UN global summit after the adoption of the Post-2015 Sustainable Development Agenda and, hopefully, a new climate change agreement. It offers a unique opportunity to discuss the important challenge of how cities, towns and villages are planned and managed, in order to fulfill their role as drivers of sustainable development, and hence shape the implementation of new global development and climate change goals.
Under the supervision of the Secretary General of the Conference, the Habitat III Secretariat Coordinator will coordinate all activities before, during and after the preparatory process of United Nations Conference on Housing and Sustainable Urban Development (Habitat III) as well as those activities of the actual Conference.
DUTIES AND RESPONSABILITIES
Under the overall guidance of the Habitat III Secretariat coordinator, the consultant will perform the following tasks:
- Provide support to the Habitat III Secretariat coordinator in operational and logistic aspects of the Secretariat ensuring effective internal processes and systems as well as reviewing General Assembly resolutions for operational and logistical impacts for the Habitat III process and contingencies necessary.
- Provide assistance to the Habitat III Secretariat coordinator in the strategic management of the Secretariat, liaising closely with internal divisions and sections as well as key partners and stakeholders.
- Ensure that possible gaps or interruptions of work flow across the time zones of the various offices and host cities are kept at a minimum.
- Assist the coordinator in liaising with other offices and UN system organizations, permanent missions, and other parties to ensure effective communication of information and coordination of meetings.
- Participate together with the Coordinator during meetings with UN system officials, Member States’ representatives, and other stakeholders, providing substantive support by preparing documents and tracking follow-up actions.
- Liaise the Habitat III Secretariat with the Division for General Assembly and Conference Management in New York and Nairobi to ensure efficient and effective organization of all events by all involved counterparts.
- Liaise with the Special Assistant of the Secretary General of the conference in order to coordinate meetings with other offices and UN system organizations, permanent missions, and other parties.
- Review correspondence and relevant official documents highlighting relevant information requiring attention or action, and ensuring timely follow-up.
- Manage timelines and ensure timely submission and follow up, where required, on key deliverables related to the preparatory processes and the conference. Bring anticipated delays to the attention of the Habitat III Secretariat coordinator in timely manner.
- Guarantee that internal and external communication of the Habitat III Secretariat coordinator and the Secretariat itself is well coordinated, streamlined and conducted in a professional and timely manner.
- Research, analyse and present information gathered related to conference management/organisation and processes from diverse sources.
- Perform other duties which may be requested by the coordinator.
Work implies frequent interaction with the following: Counterparts, senior officers, technical, UN headquarters, UNON and UN funds, programmes and other UN specialized agencies, representatives and officials of national and local governments, non-governmental organizations and consultants.
QUALIFICATIONS AND EXPERIENCE
The consultant is expected to possess the following qualifications and experience:
- Advanced university degree (Master’s degree or equivalent) in Business, Public Administration, Management or Operations.
- A minimum of five years of progressive experience in project or programme management, administration, large event/conference management, or related areas.
- Ability to meet deadlines and to work with minimum supervision, integrity, efficiency and competence.
- Fluency in English is required, and knowledge of either Spanish or French is desirable. Knowledge of another UN official language is an advantage.
- Available for frequent travel.

TRAVEL
This position will require availability to travel including travel to the the host cities of the Preparatory Committees and the United Nations Conference on Housing and Sustainable Urban Development (Habitat III), in accordance with the administrative instructions on official travel.
DURATION OF ASSIGNMENT
12 months, commencing 1 December 2014 – 30 November 2015
