This Deputy Chief Information Officer position is located in the US Agency for International Development's (USAID) Bureau for Management, Office of the Chief Information Officer (M/CIO). M/CIO oversees, plans, prioritizes, develops, procures, operates, and maintains the Agency's information and communications technology resources. The functions of the Office include the full range of M/CIO functions mandated by the Clinger-Cohen Act, including information technology (IT) strategic planning; IT workforce planning; IT capital planning and investment management; systems acquisition, development, and integration; major e-government initiatives; and enterprise architecture.

You will be responsible for managing complex Agency-level IT initiatives, leading the development of IT-related policy in support of M/CIO goals, and providing oversight for an effective Agency risk management framework to ensure compliance with the Federal Information Security Management Act (FISMA). Other duties include:
Promote the advancement of IT within USAID to drive standardization of technologies, evaluation of best practices and identification of of technology trends and/or approaches that may support or impede the fulfillment of the Agency's mission. Identify opportunities and/or risk for delivering M/CIO services, such as leveraging emerging technologies in partnership with stakeholders and bureaus, independent offices, directorates, and components within USAID. Establish governance processes of direction and control to ensure that objectives are achieved. Advise and support the Chief Information Officer on organizational and administrative issues. Perform human resource management functions relative to the staff supervised. Conduct annual reviews of the Agency's information security program and develop and present reports to OMB. Represent the Agency worldwide in interagency reviews and briefings to Congress on IT systems and federal security requirements. Formulate new policies and program objectives that have a broad or long-range impact on one or more significant agency programs. Establish and maintain close and cooperative working relationships with USAID management and officials, government agencies, and other institutions with related interest, in order to advance the programs and objectives of USAID.
QUALIFICATIONS REQUIRED: Back to top Applicants must demonstrate that they meet all of the qualifications (I and II) listed below:
I. TECHNICAL QUALIFICATIONS (TQs): MANDATORY
TQ1. Demonstrated experience leading major operational components within a large diverse office, dealing with complex issues, and establishing clear measures and accountability for the management of agency-level and/or Information Technology (IT) initiatives.
TQ2. Demonstrated experience in driving the review process for IT investments with overall responsibilities for IT portfolio of an agency.
TQ3. Demonstrated ability to work across operating units (including overseas) and with other senior managers both within your CIO office and across the agency, to manage IT infrastructure and initiatives within the office's and agency’s goals and objectives.
TQ4. Demonstrated experience with managing an effective risk management framework as well as delivering enterprise-wide IT security functions to ensure compliance with the Federal Information Security Management Act (FISMA), National Institutes of Standards and Technology, and/or equivalent IT security standards and guidelines, including experience in management of cyber security threats.
TQ5. Demonstrated experience with rationalizing an agency’s IT investments including as one strategy pooling an agency’s purchasing power across the entire organization to drive down costs and improve services for commodity IT or similar strategies.
II. EXECUTIVE CORE QUALIFICATIONS (ECQs): MANDATORY -Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement to the SES, or have successfully completed an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP), you must address the ECQs listed below. Please provide detailed narratives to support progressively responsible leadership experience that is indicative of senior executive level management capabilities related to the skills and abilities outlined in the ECQs.

The core competencies are Conflict Management, Leveraging Diversity, Developing Others, and Team Building.
ECQ 3 Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. The core competencies are Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, and Technical Credibility.
ECQ 4 Business Acumen - This core qualification involves the ability to strategically manage human, financial, and information resources. The core competencies are Financial Management, Human Capital Management, and Technology Management.
ECQ 5 Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizational to achieve common goals. The core competencies are Partnering, Political Savvy, and Influencing/Negotiating.

The narrative statements should demonstrate the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES.
