BACKGROUND
The United Nations Human Settlements Programme, UN-Habitat, is the agency for the United Nations dedicated to promoting socially and environmentally sustainable development of human settlements in an urbanizing world, with the goal of providing safer and inclusive human settlements.
In Haiti: Following the earthquake of January 12, 2010 which killed 220,000 people, made 1.3 million people homeless and left 766,000 people seeking refuge in non-affected cities, UN-Habitat has been committed to supporting the National Government, the Public and the international and national actors in the formulation of policies and strategies as well as in the implementation of projects to support the return of affected populations to safe neighborhoods; through reconstruction of habitats, neighborhoods and cities more resilient to natural disasters within a framework of integrated urban planning and management.
To support the project management activities and implementation of the Urban Development Initiative: Canaan, Jerusalem, Onaville, UN-Habitat is looking for a Project Manager.
RESPONSIBILITIES
The successful candidate will be based in the Port-au-Prince office working under the supervision of the Country Program Coordinator for the implementation of key management activities for the UN-Habitat Urban Development Initiative: Canaan, Jerusalem, Onaville. He/she will work in close cooperation with relevant national & local government counterparts, partners, target communities, etc.
The incumbent will be responsible for the following:
- Plan the project
- Define the scope of the project in collaboration with senior management
- Create a detailed work plan, which identifies and sequences the activities needed to successfully complete the project.
- Determine the resources (time, money, equipment, etc) required to complete the project.
- Develop a schedule for project completion that effectively allocates the resources to the activities.
- Review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required.
- Determine the objectives and measures upon which the project will be evaluated at its completion.
- Staff the project
- Manage project staff according to the established policies and practices of the organization.
- Contract qualified consultants to work on the project as appropriate.
- Implement the project
- Execute the project according to the work plan.
- Develop forms and records to document project activities.
- Set up files to ensure that all project information is appropriately documented and secured.
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project.
- Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project.
- Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards.
- Control the project
- Write reports on the project for management and for funders.
- Communicate with funders as outlined in funding agreements.
- Monitor and approve all budgeted project expenditures.
- Monitor cash flow projections and report actual cash flow and variance to senior management on a regular basis (monthly/bimonthly).
- Manage all project funds according to established accounting policies and procedures.
- Ensure that all financial records for the project are up to date.
- Prepare financial reports and supporting documentation for funders as outlined in funding agreements
- Evaluate the project
- Ensure that the project deliverables are on time, within budget and at the required level of quality.
- Evaluate the outcomes of the project as established during the planning phase.
COMPETENCIES (maximum of five)
- Demonstrated ability to build local, national and international partnerships.
- Knowledge of urban planning issues in multi-million cities of developing countries and of post-disaster reconstruction contexts.
- Familiarity with UN-Habitat's mandate,
- Approaches and strategies in the area of participatory planning, urban governance, sustainable local development and improvement of access to basic services.
EDUCATION
Advanced university degree (Master's degree or equivalent) in urban/ spatial planning, architecture, civil engineering, public administration or related field.
A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree
WORK EXPERIENCE
- 15+ years of international development experience; experience working on UN-Habitat programs a plus.
- Demonstrated knowledge and experience of urban planning, strategic urban/regional/metropolitan planning and participatory community development or related fields. (Experience working on USAID funded programs a plus)
LANGUAGE SKILLS
Written and spoken fluency in English required; Fluency in spoken French and/or Haitian Kreyol highly desired.
OTHER SKILLS
- Demonstrated skills in coordination of activates carried out by different actors and it different levels of work and ensuring timely results.
- Excellent leadership, conflict management and consensus facilitation skills.
- Demonstrated IT capability in use of Microsoft Office, Microsoft Project, Auto Cad, Adobe Suite is required. Knowledge of more advanced software such as GIS, 3D/design software, modelling is an advantage.
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
