Counterpart International is seeking a Senior Grants and Finance Officer (Sn. G&F Officer) to oversee the implementation of a civil society strengthening / organizational capacity building project occurring in South America. From Headquarters, the Sn. G&F Officer will prepare and finalize a wide range of grant and contracting mechanisms including partner subgrant agreements, procurement contacts, and consulting agreements, overseeing reporting and results management of the grant implementation. He/she will work closely with Counterpart’s finance and compliance teams to assure accuracy in all legal and financial documents.

Duties and Responsibilities:
• Prepare and negotiate subagreements, purchase agreements, independent consultant agreements, teaming agreements and modifications, working with project staff to prepare all documents for signature.
• Ensure smooth implementation of contracts and subgrants; organize logistical flow of contract and grant implementation.
• Provide consultation to subgrantees to facilitate completion and delivery of grant milestones/requirements.
• Review, approve and process grant reports received from the grantees.
• Coordinate with project finance team to execute payments to subgrantees and contractors.
• Manage project procurement and in-kind grants, securing competitive bids when necessary.
• Review agreements and contracts to identify necessary approvals.
• Work closely with Counterpart’s compliance team to develop, revise, and review grant agreement templates and grant manuals.
• 25-35% international travel to the project site is required.
• Other duties as assigned.

Requirements

• Bachelor’s degree in finance or international relations-related field with minimum 9 years of experience or Master’s degree with 7 years of experience.
• Experience providing contracts support for USAID and/or State Department-funded programs.
• Demonstrated familiarity with USAID requirements, including the FAR, ADS (and in particular 22CFR226), and OMB Circular A122.
• Demonstrated familiarity with both acquisition and assistance instruments.
• Demonstrated familiarity with grant-making processes and procedures.
• Strong interpersonal and problem-solving skills.
• Ability to work as part of a team.
