Purpose

To support and strengthen UNICEF social protection and cash programming in humanitarian, fragile and risk- prone contexts, and its contribution to VNICEF's work on resilience, through providing and facilitating technical support, capacity-building, knowledge management and global guidance and resources.

This position responds to increasing demand from field offices for support in this area, work identified under UNlCEF's 2014-17 strategic plan, and UNICEF's agenda to increase the resilience of households, communities and systems. The increased complexity and changing nature of emergencies, fragile contexts, and macro-level risks has underlined the need to strengthen linkages between humanitarian action and social protection in order to contribute to strengthen households' resilience; support the accumulation of human capital and assets prior to crises; and secure a transition from relief to recovery.
