The Center for Communication Programs (CCP) at the Johns Hopkins Bloomberg School of Public Health combines the science and art of strategic communication to help people around the world make better choices for themselves, their families and their communities. Johns Hopkins established CCP over 20 years ago in recognition of the pivotal role communication plays in the way people think and behave about health and development issues.
The Health Communications Capacity Collaborative (HC3) is a five-year global project funded by USAID. It is designed to strengthen developing country capacity to implement state-of-the-art social and behavior change behavior (SBCC) programs, particularly in the areas of family planning, HIV/AIDS, child survival and malaria. HC3 is in the process of building its team and is looking for a team player and a motivated individual to fill this position.
The Budget Specialist is responsible for supporting the HC3 finance team with contractual, compliance, payment, transfers, expense reconciliation and reporting assistance. May serve as a field program’s consistent financial lead for small (under $500K) projects. Will work with the Baltimore program teams and in-country personnel to provide the day-to-day problem solving and facilitation of financial transactions over the complete lifecycle. Monitor expenditures, perform budget reconciliation, and make projections based on detailed analysis of fiscal performance and related financial assumptions. Maintain documentation to support grant financial transactions. Understand policy and procedure for department and university policy and/or sponsoring agency guidelines and work to ensure transactions are in compliance with those policies. Assist the finance team with compiling comprehensive reports for Program team and sponsoring agencies. Identify issues with procurement, contracts, payments, budgets and directly communicate as required with supervisor. Develop payment schedules and monitor receipt of payments from external and internal entities, especially with sub-awardee monitoring. Work with others in a team environment. Other relevant duties as assigned.
Qualifications:
High School Diploma or GED required. Three years of related administrative and/or budget experience. Ability to use various software applications such as Excel spreadsheets, Word and databases, a to assemble, manipulate, and format data and/or reports. Requires highly detail-oriented individual capable of working in a very dynamic and fast-paced environment; must have excellent organization skills; must have the ability to work independently and make independent and well thought-out decisions and recommendations quickly and accurately; must be able to multi-task and prioritize; must have excellent interpersonal and customer service skills. Requires excellent knowledge of accounting and payroll principles and record keeping, and strong analytical skills and problem solving abilities. Related coursework at the college level may substitute for experience to the extent permitted by the JHU equivalency formula.
Preferred Qualifications: Previous experience with SAP/Hopkins One; sponsored project, payroll, and/or financial management
JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
