ORGANIZATIONAL LOCATION:
This post is located in the Humanitarian and Fragile Contexts Branch (HFCB) of the Programme Division.
JOB PURPOSE:
The Programme Associate is responsible for overall Branch budgeting and accounting processes, monitoring financial allocations and expenditures, as well as initiating improvements in the area of financial operations. The incumbent also provides all programme support at HFCB level and provides guidance and support to HFCB staff on financial and as well as limited administrative issues.
DUTIES AND RESPONSIBILITIES:
The incumbent is expected to perform the following duties:
• Provide programme support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
• Review, research and clear all documentation submitted by HFCB implementing partners prior to the registration process and support IP capacity assessments as necessary;
• Directly assist with monitoring and implementation of selected project components or trust fund projects, managed by designated budget owners, by ensuring compliance of projects/component budgets with organizational programme and policy guidelines, as well as with audit and evaluation findings, by benchmarking project performance and transmitting such information to budget owners;
• Manage and monitor the expenditure ceiling of the branch, both institutional budget and core and non-core programme funds;
• Monitor status of the Operating Fund Accounts(OFA) and propose action for the timely clearance of expenditures;
• Coordinate regularly with MIS and Finance Branch to ensure the quality and timeliness of reports;
• Assists with monitoring and tracking of allocations and utilization of UNFPA Emergency Fund and EFORMS;
• Provide advice to HFCB staff on all aspects of Atlas, budgeting, and UNFPA financial rules and regulations;
• Maintain and update a database of all HFCB projects, showing their implementation and financial status;
• Assist in the preparation and monitoring process of the HFCB OMP; and
Perform other duties as may be assigned.
WORK RELATIONS:
Liaison and interaction with relevant HQ units (including MIS, to resolve Atlas-related queries; Finance Branch, to resolve budgeting and expenditure issues; DHR, for personnel related issues; OAIS, for audit related issues; Programme Division, to resolve programme issues); UNFPA Regional and Country Offices; other UN agencies.
External partners include project partners of the Branch’s core funded programme.

REQUIRED QUALIFICATIONS:
Education:
• University degree, required.
• Additional training in areas of finance and administration.
Knowledge and Experience:
• 6 years' programme, admin/finance-related work experience.
• Previous experience in the UN an advantage.
• Experience of UN accounting framework and systems, specifically Atlas, project management, general administration and human resources.
• Proficiency in use of spreadsheets, knowledge of Word, Excel and PowerPoint.
• Good writing and communication skills.
Languages:
Fluency in English required. Knowledge of other official United Nations languages an asset.
