OVERALL RESPONSIBILITIES: The Project Officer provides management support to Country Portfolios in the Center for Leadership and Management (CLM). The Project Officer works closely with staff in the field and the home office in the development, implementation, monitoring, and evaluation of activities in assigned countries and/or projects.
Country/project overall management responsibilities include: support of workplan, budget and PMP development; coordination and dissemination of internal and external information flow; compliance with contractual and donor regulations and fulfillment of reporting obligations, e.g., quarterly reviews and semi-annual reviews; assist in financial management; public relations and marketing of programs; support meeting internal and external project management deadlines; The Project Officer is aware of and adheres to procurement integrity standards in all MSH activities.
SPECIFIC RESPONSIBILITIES:
Project Management and Home Office Support
- Work with the portfolio team in the design, implementation, and monitoring of programs, successfully meeting clients’ needs and achieving the results assigned by the donor. Maintain in the process an excellent work climate, as well as integration and quality performance of program teams under his/her leadership. Ensure smooth coordination with CLM and other MSH staff. When appropriate, provide management support to country programs in collaboration with staff based in field.
- Support the Project Directors and CLM Country Portfolio Director to ensure that all technical and operational inputs required for successful implementation of programs under PO’s responsibility are in place, that the programs run smoothly, adhere to technical quality, fulfill programmatic objectives within budgetary guidelines, and comply with donor contractual requirements and applicable regulations.
- Assist the Project Directors and the CLM Country Portfolio Director in the development and use of a system to monitor the implementation process of project deliverables and the quality and success of the deliverables.
- Support integration of technical approaches and tools to programs’ design and contribute to technical or management cross-fertilization within CLM and MSH.
- Supervise and/or mentor Project Associates in the implementation and management of projects.
- Keep abreast of the strategies and development in the field of public health, leadership and management in the countries or regions where programs under his/her management are located, represent MSH and CLM, and identify new business opportunities. This may include developing concept papers for presentation to USAID Missions, government ministries, and/or other agencies or foundations and collaborating with the MSH Business Development Office in the preparation of proposals for submission to funding agencies.
- Ensure that proper and timely home office support is provided to expatriate staff including to/from post travel.
Workplanning & Budgeting, Financial and Contractual Support
- Support Project Director (and SPO if assigned to large/complex project) to develop workplans, budgets and PMPs.
- Assist Deputy Director (and SPO if assigned to large/complex project) in financial reporting, tracking expenditures against budgets and tracking accruals. This includes data available from the home office and the field.
- Assist Project Director in achieving and accounting for Cost Share. Coordinate with Project Director to capture key inputs into cost share proposal, draft and submit cost share proposals for approval and follow up on final accounting when documentation is received.
- Assist Deputy Director and Financial Analyst in the preparation of pipeline budgets.
- Ensure contractual agreements are in place (consultants, subcontractors and outside service vendors).
- Review monthly expenses and follow up with accounting staff to correct mis-charges to the wrong project code, and identify other questions on expenses.
- Coordinate international procurement of restricted goods (e.g., vehicles and pharmaceuticals) for the project with the relevant level MSH Procurement Officer.
Communications/Reporting
- Contribute to the development of success stories, case studies and other forms of technical knowledge.
- Provide clear documentation of programmatic achievements of country/project activities, including USAID and other donor reporting requirements, TraiNet data, CLM marketing materials and technical reports, and After Action Reviews.
QUALIFICATIONS:
- Education and Experience: Bachelor’s degree in management or public health and 4-6 years experience or Master’s degree and 2-4 years’ experience; experience international in scope preferred.
- Previous financial management coursework and/or experience preferred.
- Project management experience.
- Experience working with teams to achieve results.
- Fluency in English and French required (written and oral).
- Ability to travel internationally and domestically as required.
- Proven programmatic, technical and managerial ability and interpersonal skills to collaborate effectively with professional colleagues in a broad range of indigenous, nongovernmental, governmental, and international organizations within multiple socio-cultural contexts.
- Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
- Excellent writing skills.
- Computer skills essential; knowledge of Windows applications for word processing, spreadsheet software, preferred.
