The Union North America seeks to hire a senior finance professional for the full-time position of Deputy Project Director/Project Finance Officer for the TREAT TB Initiative. The Union leads TREAT TB (Technology, Research, Education and Technical Assistance for Tuberculosis), an international research initiative supported through a multi-year cooperative agreement from the United States Agency for International Development (USAID). In leading TREAT TB, The Union engages international research partners and ministries of health as well as other partners at regional and national levels who collaborate to plan and implement research activities. This position is based in the New York City office. The incumbent will report to the Senior Vice President for Research and Development.

Major Duties and Responsibilities:

1. Contract/ Grants Negotiations

  • Review grant budget proposal and related documents and ensure compliance

with USAID grant guidelines.

  • Negotiate contracts with the sub-grantees
  • Manage contracts and agreements
  • Maintain an up-to-date budget and monitor TREAT TB project expenses

2. Financial Reporting to Donors

· Prepares accurate quarterly financial reports to USG and other donors

· Forecasts availability of project funds and submits funds requests to donors in a timely manner

· Provides justification for expenditures as necessary

· Responsible for the submission of indicator reports and registrations with USG agencies

3. Monitoring of Subgrants

  • Review financial reports from grantees, and ensure they are completed according to grants reporting requirements and submit in a timely manner.
  • Response timely to the inquiries from grantees.
  • Provide financial information to senior staff
  • Review quarterly grants table, monitor the status of grants spending, highlight any concerns of under/overspend of grants and coordinate with relevant person to take action
  • Keep up to date and regularly monitor the charge of grants expenses
  • Conduct intercompany reconciliation with sub grantees/partners
  • Conduct onsite visits to ensure finance documents are in place and that funds are spent according to the activities and budget in the agreement
  • Follow up with grantees on visit action point and feedback report to relevant staff on time.

4. Support to grantees

  • Conduct financial assessment or reassessment of grantees as needed.
  • Provide orientation to grantees on matters related to the grant and accounting requirements.

5. Other Responsibilities

  • Prepares and updates monthly budget monitoring report and accounting documents
  • Assist in reviewing accounting entries for the organization
  • Verifies and updates reporting schedules
  • Participate in grant/finance meetings
  • Report to Senior Vice President Research and Development
  • Perform other duties as assigned.

Minimum Qualifications:

  • MPA, MBA or other relevant degree
  • Five years of USAID experience
  • Ten years of nonprofit experience
  • Excellent communications and writing skills
  • Strong knowledge of excel, including pivot tables is required
  • Strong budgeting and accounting skills required
  • Ability to travel internationally (20-30%)
  • Authorization to work in the United States
