1.Background:

Communication on child protection in humanitarian situations within and outside UNICEF at global, regional and national levels for increased visibility, advocacy and fundraising purposes is a priority in the context of the organisation’s equity focus.

Due to peak workload and Level 3 Emergencies responses, a consultant is needed to respond to support the child protection in emergencies as follows:

  • Provide inputs and submissions to Humanitarian Action for Children (HAC), Consolidated Appeal Process (CAP), UNICEF's Emergency Operations Centre (OPSCEN) briefs, briefing note press releases, humanitarian updates, Child Protection E-Bulletin and Child Protection technical support with a focus on Level 2 (L2) and Level 3 (L3) emergencies.
  • Strengthen planning, coordination, resource allocation and reporting functions for child protection priority countries: Provide technical inputs to reports, briefing notes, talking points and humanitarian action documents. Support Fundraising activities and donor reporting requirements.

2.Purpose:

Provide ongoing technical ssupport to Child Protection in Emergencies (CPiE) team in areas of reporting, communication, advocacy and fundraising activities with a focus on L2 and L3 Emergency countries.

3.Expected results: (measurable results)

Key deliverables in support of peak workload will include:

  • Preparation of CPiE section of Global Thematic Report.
  • Compilation of information, preparation and drafting of donor reports and other performance reports, in particular with regard to CIDA, Belgium, USAID and the Children, Not Soldiers campaign.
  • Follow up to CPiE Global Evaluation and management response.
  • CPiE Inputs to briefing notes, HACs and CAPS.
  • Support to advocacy and Child Protection fundraising strategy
  • Update CPiE issue briefs

4. Duration:

The duration of the assignment is 120 days (6 Months) ; with an estimated start time of 10 November 2014 to 09 May 2015.

5. Qualifications and/or specialized knowledge/experience required and desirable for undertaking the assignment:

  1. University degree in social sciences or related technical field.
  2. At least 5 years of progressively responsible, professional work experience on Child Protection at the national and international levels, including strong background on child protection in emergencies (conflict and/or disaster) and working in challenging contexts
  3. Experience working with governments and other key CP stakeholders/actors at national level
  4. Knowledge of the IASC humanitarian cluster approach
  5. Excellent writing and editing skills in English language. Another UN language us desirable
  6. Demonstrated knowledge and understanding of Global child protection advocacy and donor reporting.
  7. Previous experience with UNICEF and United Nations Office for Children and Armed Conflict SRSG CAAC UNICEF or Member states is desirable.
