Chemonics seeks a long-term chief of party for the anticipated USAID/OTI-funded Honduras CONVIVE II program, a follow-on to the initial 2012 program focused on community strengthening and violence prevention. CONVIVE II aims to disrupt the systems, perceptions, and behaviors that support violence. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • ?Make key decisions and solve problems in short timeframes while ensuring operational and program integrity, under the overall program direction provided by USAID/OTI
  • Manage, oversee, and report progress and quality of performance in meeting program goals
  • Provide oversight of grant activities, including supervision of the program staff, ensuring appropriate activity design and that procedures are established and complied with for activity development, contractor/recipient worthiness, activity implementation, management, monitoring, evaluation, and activity closing
  • Manage in-country relationship with USAID/OTI as the program's designated point of contact
  • Provide daily collaboration with USAID/OTI's in-country staff
  • Contribute to the design and implementation of the monitoring and evaluation system at the activity level to ensure that all activities are covered within it
  • Develop familiarity with, and maintain daily usage of, the USAID/OTI Activity Database, and ensure that the relevant staff use, maintain, and enter information into the Activity Database correctly
  • Supervise the deputy chief of party/regional program manager and the operations manager

Qualifications:

  • ?Relevant work experience, including experience with a donor, contractor, or international nongovernmental organization managing an office or program?
  • Minimum five years of experience with complex, high-speed, and challenging field operations in developing countries
  • Grant management experience, preferably in-kind and small grants with programs that require procurements of goods and services and management of providers of short-term technical assistance
  • Experience working in developing countries required, preferably in a fragile or transitional state environment
  • Familiarity with programs that provide quick delivery of assistance in response to emerging windows of opportunity
  • Knowledge in establishing systems and overseeing program startup under limited time constraints
  • Experience in hiring and supervising host-country local personnel and ensuring that they secure necessary training required to meet program needs
  • Financial management experience, including budgeting, financial management (tracking, reporting, and accounting), and procurement
  • Experience with activity design, development, and implementation
  • ?Ability to work independently and as a team with USAID/OTI staff
  • Strong management and leadership skills, including the ability to mentor staff
  • Prove a "hands-on" manager capability, with active engagement in all aspects of program management
  • Experience collaborating with host governments, other donors, and civil society and success with interagency coordination and joint programming
  • Proven flexibility in making changes in program objectives and addressing shifts in political contingencies
  • Demonstrated leadership, versatility?, and integrity
  • Fluency in Spanish required
