The Technical Resources Direction (DRT) provides support and technical guidance to 60 country programmes whereby Handicap International is present. It ensures quality assurance based of internal and externally validated methodologies and policies. The SRH technical adviser is part of the "Prevention and Health" domain and is under the hierarchical supervision of the domain manager based in Lyon. The SRH TA will be responsible for project support related to HIV and AIDS (50%), Maternal, Neonatal and Child Health (25%) and protection against gender-based violence, age and disability (25%). The position, for 11 months from November 17th is located in Canada under the administration of the director of our Canadian association.
Main objectives of the functionHere are your main responsibilities as an SRH TA:• You manage a portfolio of assigned projects and the management of knowledge and expertise of the organization for projects in HIV and AIDS (in lead), MNCH (with the MNCH and NCD TA) and protection (with the mental health and protection TA).• You work closely with programme desks and countries as well as with other technical advisers at Handicap International according projects' specificities.
To achieve these objectives:1/ You support HI programs / projects • In the technical design and implementation of projects / components of your sectors by ensuring their consistency with the mandate, professional positions and framework documents of the association. • In the preparation, implementation, monitoring and capitalisation of projects (according to terms of reference). • In their relationships with major donors in your thematic areas (e.g. projects on SHR with the Canadian government).2 / You specify the quality of the areas in your fields of expertise (in link with the programs and the manager of your Domain)3 / You are working in coordination with other technical advisers, program managers and program directors on cross-cutting projects.4 / You develop and follow the budget assigned by your manager for your technical sector.5 / you represent the organization in national and international events in your areas of expertise.6 / A maximum of 10% of your time could be dedicated to supporting the Canadian association, including representation with partners in relation to your technical field of competence.
Constraint related to the position: You will undertake approximately 4-5 annual field missions and travel to the HQ on an average of 1-2 times a year.
Essential skills:
• You are a health professional (medical doctor, university nurse) and have training in sexual and reproductive health• You have significant professional experience in low-or middle-income countries.• You have significant experience in SRH, HIV, and if possible in MNCH and protection, as well as in project design and management.• You have the capacity for coordination and teamwork and are skilled in intercultural communication and interaction•Fluency in French and English languages (spoken and written).•You are independent, curious, flexible and dynamic, and possess skills for leadership.
