Job Summary:
CRS is currently preparing for a potential global award in the area of social services and child protection called Comprehensive Care for Children Affected by HIV and AIDS (C3). The C3 project will improve the health and well-being of orphans and vulnerable children affected by HIV and other adversities by supporting systems and structures at country and regional levels for promoting evidence-based interventions to protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation and contributing to overall improvements in quality of life and productivity in vulnerable children and their families.
In the event that USAID awards the grant to CRS, CRS is preparing to staff up. A major part of grant activities will be to generate and disseminate knowledge on issues and best practices. Key responsibilities of the Knowledge Management and Learning Officer include overseeing the knowledge management plan and platform of C3 and ensuring timely dissemination of quality and relevant information from a number of subprojects around the world.
This position is contingent on funding.
Overall Responsibilities:
- Oversee creation and management of effective web-based platforms for knowledge collection and dissemination and act as content manager of the platforms.
- Develop and lead implementation of global information dissemination plan for C3 project outputs and results.
- Create database for C3 products and outputs.
- Compile, organize, update and index data, reports and available documentation.
- Identify best practices from within Catholic Relief Services, other consortium memberorganizations, and other OVC actors, and facilitate C3’s knowledge acquisition
- Work closely with various stakeholders in documenting program successes and processes to guide implementation of the interventions at scale.
- Liaise with Communication team staff to oversee creation and dissemination of monthly C3 newsletter and content for public awareness products including brochures and posters.
- In collaboration with Communication Team Staff , assist national staff and C3 global personnel in researching, writing, and/or editing C3 materials for internal and external audiences, e.g case studies, lessons learned, basic communication materials, reports, and position papers.
- Support Evidence Building Technical Director to assess and develop strategies and forums to facilitate knowledge sharing through meetings, conferences, field exchange visits, social media and other online forums
- Support Evidence Building Technical Director to create community of practice for C3 staff, partners, and technical experts to discuss and progress C3 learning.
- Assist MEKML in oversight of C3 Program Performance Monitoring Plan.
- Assist MEKML with partner capacity building around monitoring and evaluation.
- Represent C3 in external meetings, conferences and presentations on C3-related KML topics.
- Assist MEKML in preparation of presentations for sharing/dissemination of project learning/successes.

Qualifications:
- Master’s degree in International Development or related field
- Academic or working knowledge of current and rigorous social research analytic methods for measuring program and project performance as well as agency performance
- At least 3 years of progressive work experience in qualitative documentation, process documentation and knowledge management in a busy, public facing and innovations driven environment
- Minimum 4 years professional experience working in a development setting
- Excellent oral and written communication skills
- Demonstrated experience in program knowledge management
- Demonstrated ability in database development, data collection and analysis a plus
- Excellent ability to synthesize research findings for a variety of audiences
- Demonstrated understanding of project monitoring and evaluation
- Demonstrated understanding of knowledge management principles
- Experience in establishing and using electronic platforms for information dissemination
- Experience and interest in facilitation and training
- Willingness to travel for up to one quarter of your time
- Willingness and proven ability to learn new software and applications
