SUMMARY:

Counterpart International is seeking a Deputy Chief of Party (DCOP) for an anticipated USAID-funded Civil Society for Accountable Governance and Citizen Security Project (Project) in Guatemala. The Project will support civil society organizations (CSOs) to promote accountable governance and combat corruption, as well as citizen security issues, while also building the organizational capacity of these CSOs in areas including policy analysis and advocacy, coalition building and internal governance. As DCOP, this position will represent Counterpart to USAID, local and national partners, and other relevant donor organizations in Guatemala. The DCOP will provide vision and technical leadership on issues of government accountability and transparency. S/he will provide financial and administrative oversight and day-to-day management of the program. The DCOP will support the Chief of Party in overall project responsibilities, specifically in developing program strategies, planning and implementation of program activities while ensuring cohesion among the program components, providing technical support, staff management and development, and reporting to the donor. S/he will also be responsible for building relations and coordinating with key stakeholders, including USAID, the Government of Guatemala (GOG), municipal governments and local non-governmental organizations (NGOs) and CSOs. DUTIES AND RESPONSIBILITIES:

• Support the Chief of Party in the overall management of the program.
• Provide technical and managerial leadership in the areas of security and justice, governance, anticorruption and women’s empowerment and gender integration.
• Ensure program implementation is in compliance with Counterpart’s policies/procedures, GOG and USAID rules/regulations, particularly with respect to financial and grant management.
• Ensure program quality assurance and impact assessment through regular project monitoring & evaluation, and sustained knowledge capture and sharing through periodic assessments.
• Participate in developing program reports including quarterly reports, annual results reports, pipeline and resource estimates.
• Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
• Represent the Chief of Party to USAID, local and national governmental authorities, local NGOs, community organizations, and other donor organizations.

REQUIREMENTS:

• Bachelor’s degree in administration or any of the social sciences with master studies on projects management, institutional strengthening or administration.
• Eight (8) years of experience in transparency, anticorruption, access to information, institutional strengthening and work experience with Guatemalan CSOs.
• Minimum three years of experience working on monitoring and evaluation (M&E), that includes demonstrated experience incorporating robust indicators and M&E plan that incorporate process, output, and outcome indicators.
• Experience in Guatemala preferred.
• Commitment and demonstrated experience to gender integration preferred.
• Demonstrated skills in effectively working and/or collaborating with local government structures, senior government officials, civil society actors, other donors and US government projects.
• Demonstrated leadership, management, decision-making and interpersonal skills.
• Excellent organizational, analytical, oral and written communications skills.
• Speaking and writing fluency in English and Spanish required.
