Chemonics seeks a senior contract specialist for the USAID-funded Support Services for Humanitarian Assistance Program in Washington, D.C., under USAID's Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA). The project will provide operational and administrative support in coordinating international disaster response and humanitarian assistance, emergency and developmental food aid, conflict mitigation programs, transition activities, and other initiatives for USAID/DCHA and its nine offices. The Senior Contract Specialist will be responsible for planning, directing, coordinating, and managing all contracts processing activities for the recruitment of personal services contractors (PSCs). This full-time position will be based in Washington and requires a secret-level security clearance. Responsibilities include:
- Planning, directing, coordinating, and managing all contracts processing activities for the recruitment of PSCs
- Assist USAID in the negotiation, analysis, and close-outs of PSC contracts
- Provide guidance to USAID in negotiation strategy, and assist the Contracting Officer in executing the negotiations
- Prepare contract files and required electronic documents
- Research, analyze, and review all applicable policies, guidance, and regulations to support the Contracting Officer's decision-making
- Perform necessary research and preparation for all documentation associated with termination contracts
- Oversee and manage team mid and junior-level contracting personnel
- Manage all contract processing for the onboarding of new PSCs
- Submit periodic reports on status of applicants and status of required documentation
Qualifications:
- Bachelor's degree and a minimum of 15 years of related experience or a master's degree with a minimum of 12 year of related experience including relevant U.S. government contract management experience
- Supervisory experience required
- Understanding of Federal Assistance Regulations and rules, policies, and procedures
- Experience in international disaster assistance preferred
- Ability to obtain a secret-level security clearance
- Demonstrated leadership, versatility, and integrity
