Purpose:
CAMRIS seeks a Senior Contract Specialist for an anticipated five year project that provides crucial operational and administrative support to the U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA) in coordinating USAID’s international disaster response and humanitarian assistance, emergency and developmental food aid, conflict mitigation programs, transition activities and other DCHA Bureau initiatives.
The Senior Contract Specialist will be primarily charged with the planning and management of contracts related activities, in addition to the supervision of junior level contracting personnel.
Primary Duties:
· Provide assistance to bodies such as the OAA with processes pertaining to USPSC contracts including negotiation, analysis, and close-outs of USPSC contracts.
· In collaboration with client, develop negotiation strategy, and assist the Contracting Officer in implementation of negotiations.
· Support client Contracting Officer through analysis of pertinent policies and regulations.
· Research and organize all documentation related to termination contracts.
· Provide managerial oversight to junior members of contracting team.
· Oversee onboarding of new personal services contractors.
· Prepare various status reports for review by client and project management.
Qualifications:
· Master’s degree in a relevant field including, but not limited to, management, business administration, public policy or international development, with minimum of 12 years of related work experience. Bachelor’s degree in a relevant field including, but not limited to, management, business administration, public policy or international development, with minimum of 15 years of related work experience.
· Demonstrated experience in providing contract management support and supervising junior personnel.
· Demonstrated experience interacting with U.S. Government agencies, host country governments, small NGOs, and other relevant stakeholders in humanitarian assistance related fields.
· Experience with USAID contracts and strong proficiency with government policies, rules and regulations required.
· Strong organizational skills and high attention to detail.
· Excellent oral and written communication skills.
· Working knowledge of Microsoft Office applications.
