Job Purpose

With the Director of Programs, the Programs Coordinator (PC) oversees the management, coordination and development of the programmatic activities of J/P HRO, which are currently in the sectors of Medical, Construction and Redevelopment, Community Development and Camp and Relocations. On a strategic level, the Deputy will support the Director of Programs in ensuring the coherence of the different programmatic areas and the exploitation of synergies between them.

The PC is responsible for supporting the Director of Programs in ensuring that programs are aligned with the mission and vision of the organization, that they reach their objectives and create the expected impacts under the allocated amount of resources. S/he will directly support the Director of Programs in ensuring effective alignment of the organizational strategy with the programs. S/He is responsible for ensuring that monitoring and evaluations are done in coordination with the Program and Organizational Development Team. The PC also participates in the proposal development activities to maintain and create additional funding opportunities for the organization. Working closely with the Director of Programs, the Country Director as well as the US team, s/he will participate in the strategic planning of the organization, identifying key opportunities for growth in support of the organization.

Responsibilities and Duties:

Under the supervision of the Director of Programs, the responsibilities of the Programs Coordinator are:

  1. Assistand coachProgram Managers with the management of their programs as necessary and agreed with the Director of Programs; supervise implementation of Individual Operating Plans (IOPs); provide direct Program oversight as needed (in case of absence/vacancy);
  2. Attendand document bi-weekly program coordination meetings, weekly field visits, and 1:1 meetings with program managers;
  3. Review and summarize internal weekly reports and provide synopsis and analysis to the Director as needed; review and provide timely feedback on external donor reports;
  4. As assigned by the Director of Programs, follow up on coordination points with Program Support and Finance and Accountability Divisions;
  5. Support the development of programmatic budgets and ensure managerial support to program managers to become effective budget holders; ensure financial oversight and analysis of programs; support audits;
  6. In cooperation with the Program and Organizational Development (POD) department and the Director, support the development of a program evaluation framework;
  7. In cooperation with POD, the Director, and the Programs staff, overview monitoring and evaluation activities and reports to ensure proper program alignment to deliver results;
  8. In cooperation with POD, the Director, and the Programs staff, support new proposal development;
  9. Facilitate field tours, VIP visits, and interviews/ communications opportunities as delegated by Director;
  10. Support the development of a Sexual Exploitation and Abuse Prevention program(led by Human Resources with collaboration from protection.
  11. Other duties as assigned by the Director of Programs.

Qualifications:

  • Bachelor’s Degree in a relevant field (required), Master’s degree desirable
  • At least 4 years of experience in program and project management, preferably in at least two of J/P HRO's programmatic sectors, experience in working in urban areas a plus
  • Significant experience in financial management of budgets over $500,000.00
  • Familiarity with the Haitian context
  • Fluency in French and English
  • Fluency in Creole (desirable)

  • Strong computer skills with MS Word, Excel, and PowerPoint.
