Humanitarian Assistance Advisor

CAMRIS’ core practice areas include Global Health, Agriculture and Food Security, Economic Development, Education, Environment, Humanitarian Assistance, Democracy and Governance, and Medical Research. Cross cutting service areas include Capacity Building, Institutional Support, Monitoring and Evaluation, and Project Implementation.
Purpose:
CAMRIS is in need of a consultant to conduct a preliminary expert desk review analyzing the current field and facets of humanitarian assistance initiatives in the international development arena, with a focus on ways in which CAMRIS’ expertise can be leveraged to enter the arena. The existing Syria refugee crisis is to be considered one, though not the only, area of interest.
Qualifications:
· Bachelor’s degree relevant field, including but not limited to, international relations, economics or a related field, with minimum of ten (10) years responding to humanitarian emergencies.
· Master’s degree relevant field, including but not limited to, international relations, economics or a related field, with minimum of five (5) years responding to humanitarian emergencies.
· Minimum of three (3) years’ experience with a U.S. Government foreign affairs agency related to humanitarian assistance.
· Minimum three (3) years’ experience abroad on-the-ground in emergency or crisis interventions.
· Experience in advising policy decisions in field of international development with a focus in humanitarian assistance related fields.
· On-the-ground knowledge of the international humanitarian systems, concepts, and issues
· Knowledge of the structures, mandates, and policies of the major international implementers and donors such as USAID.
· Direct experience with international donor policies and regulations in relation humanitarian assistance, disaster relief and like fields.
· Experience as representative of organization liaising with counterparts at various levels, including in the field. Counterparts include US government and foreign government agencies, international organizations, and non-governmental organizations.
· Excellent oral and written communication and analytical skills.
