Responsible For: Project Management of Concern construction activities in Haiti including design, construction drawings , budgeting , planning, financial management and construction stage contract administration including site inspections and supervision .
Liaises With: Country Director, Assistant Country Director Programmes, Assistance Country Director Systems, Project Managers, Programme Technical Advisors; Programme Support Officers, Logistics Coordinator and Area Coordinators
****Job Purpose:****
Concern Haiti has projects in a variety of sectors including Education, Livelihoods, Health and WASH. The different project sectors have a variety of construction/rehabilitation activities requiring a wide range of technical support. The current projects include the construction of a processing and commerce building for a fruit traders association (140 m2); a tourism centre (170 m2); fisheries processing centre (55m2); bed and breakfast units ( 22m2 each); latrine facilities, rain water harvesting cisterns; small scale roads, drainage/irrigation systems, etc. All of the above require dedicated and strong design and technical expertise. Additional projects could be required during the posting depending on funding availability and program design.
As the quantity of construction projects remains high, Concern is in the need of a Project Manager- Design and Construction to provide technical input in the tasks of production of design and construction drawings / documentation, preparation of budget estimates and bills of quantities, construction stage contract administration, monitoring and assuring quality and quantity of materials, supervision of building works on site and ensuring that appropriate safety procedures and standards are developed and maintained on site .
The Project Manager is expected to recruit, manage and coach a team of construction staff and liaise with the relevant Concern projects in Haiti and to assist them with their design and construction needs.
****Main Duties & Responsibilities:****
Programme Management:
- Assess the programme’s design and construction needs and update design and working drawings and documentation to assure an efficient implementation of the construction needs in line with programme timeframes and building standards;
- Assess the construction team capacity and provide identified support and oversight
- Develop designs in conjunction with all relevant stakeholders and ensure all Concern Construction Team and contractors understand and follow agreed designs and standards;
- Consult the Concern Head Office Consultant engineers on construction details / specifications as necessary.
- Prepare Bills of Quantity and budget estimates for works
- Prepare any relevant tender drawings and documentation. Evaluate tenders and prepare tender reports.
- Set up quality control systems for Concern staff and contractors before and during construction including proper record keeping, minutes, drawing and documentation filing and issuing / receiving procedures.
- Ensure participation of the community and users of proposed buildings / constructions in the design and construction planning
- Manage and administer any construction contracts
- Ensure strict application and compliance with Concern’s procurement procedures
- Monitor implementation of project activities (also those implemented by contractors), outcomes and results through regular project meetings, preparation and maintenance of project bar-chart programmes, feedback from stakeholders.
- Coordinate and write all narrative reports required by Concern and other donors as required.

Staff Management:
- Manage and support construction staff ensuring that there is a clearly defined line of management, up-to-date job description for each staff member- and reporting mechanisms for each staff.
- Ensure that all construction team staff is managed in accordance with Concern’s policies and practice and ensure that all staff fully understand, and are committed to, the organization and the programme’s mission, vision, values and strategic aims.
- Provide on the job training/ mentoring as necessary for the delivery of good quality works.
- Agree clear performance objectives for each programme staff member.
- In collaboration with the relevant Project Managers, conduct Performance and Development Reviews for each programme staff member in a timely manner.
Financial management:
- Regularly monitor expenditure against budget, in accordance with Concern financial procedures and guidelines and report any obstacles to timeframe or maintenance of expenditure within agreed budgets;
- Provide financial reports/ budget updates to the senior management team as required.
• Review financial reports and feedback to finance department on discrepancies.
• Develop a clear work and expenditure plan for each project and ensure that the programme is implemented within the agreed/approved budget.
Other Duties
• Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality
- Report to the appropriate manager all violations of the P4 or CofC
- Undertake any other relevant duties as may be assigned by the ACDP/CD or their designate

Education, Qualifications & Experience Required:
- Degree in architecture with construction project management experience, or civil/structural engineering with design experience or architecture background
- Relevant overseas experience in humanitarian and/or development fields
- Minimum of 3 years’ experience in a managerial position in construction either as a project architect or structural engineer
- Demonstrable experience in supervising, managing/coaching and training others (people management)
- Previous experience in design, planning and budgeting of construction projects including civil works.
- Experience in financial management, budget development and monitoring
- Experience in dealing with local authorities, national and international NGO’s
