The Caribbean HIV/AIDS Alliance invites applications from suitably qualified CARICOM professionals to apply for Chief of Party.

PURPOSE OF POST:
Under the direct supervision of the Executive Director, the Chief of Party will have overall responsibility for providing management, strategic direction, and leadership to the EC CAP II project; working closely with USAID and other key stakeholders in the region and supporting integration efforts of programming.

KEY RESPONSIBILITES:Responsible for the managerial oversight in the design and implementation of the EC CAP II project strategy;Provide overall support during program implementation, including overseeing key personnel, technical project support, and all other partners and sub-grantees involved;Supervise the development and implementation of effective community systems to support HIV/AIDS service delivery, including effective program planning, implementation, resource allocation, monitoring, and evaluation of all project activities; Oversee annual project planning cycle to develop comprehensive annual work plans, assure timely disbursement of funds and results reporting for the project;Ensure efficient function in administrative and financial processes and maintain adequate internal controls;Ensure monitoring and reporting of project results, and direct quality control mechanisms;Report regularly to the USAID Mission to ensure transparency and awareness of project development and implementation, remaining cognizant of problems or issues as they arise; Ensure that the development of programmes is designed in a way to meet the organisational goals and objectives;Chair all the top-level meetings, and report to the Executive Director.Monitor and control the progress of the projects at strategic levels; Works as part of the senior management team to assist in the development organizational goals and objectives as well as policies and procedures;Represent the project at meetings with funders, MOH officials, roundtables, working groups, conferences.Identify, develop and maintain successful relationships with a variety of donors, including multilateral and bilateral partners, as well as corporate donors, foundations and individuals;

REQUIRED EUDCATION/EXPERIENCE:
? A Master’s Degree in health administration or social sciences, or a related advanced degree relevant to the field of public health.
? A minimum of 10 years of experience designing, implementing and managing national, multi-disease health projects in a developing country/region
? Ten years’ experience as a senior manager of HIV and AIDS programmes and health related projects involving community based approaches.
? Strong leadership skills and demonstrated experience in managing a HIV/AIDS services and technical/institutional capacity building program primarily through a mutually collaborative approach.
? Experience managing complex USAID-funded projects.
? Knowledge and experience working in the Caribbean/OECS.
? Experience managing and supervising host-country staff.

OTHER REQUIRMENTS:
? Excellent leadership qualities and ability to resolve conflicts and challenges
? Excellent writing and communication skills; proficiency in basic functions of MS Office Suite.
? Ability to set priorities and meet deadlines.
? Ability to multi-task and demonstrate ability to respond to changing situations in a flexible manner in order to meet current needs.
? Ability to work on a team of host country nationals and expatriates in the field, and the ability to mentor national staff.
? Solid interpersonal and negotiating skills.
? Ability to develop innovative proposals in a proactive manner.
? Strong programme management and technical skills; strong change management, results oriented and decision making skills.
