Purpose of the Position

The incumbent is accountable for documentation of regional and country practices in the field of social policy across sectors, advocating for increased public resource allocation and budgeting towards the social sectors, social protection systems and effective decentralization of social services and local capacity building in support of the goal of universal coverage of essential social services and the creation of a protective environment and reduction of child poverty. S/he will also be responsible of data mining and analysis to fill information gaps and to strengthen capacity for advocacy for children's rights, and to support the Sustainable Development Goals, UNICEF Strategic Plan and Latin America and the Caribbean (LAC) Regional Office Management Plan (ROMP).

Key Expected Results

  1. User-friendly documentation of good practices of regional and country-led initiatives in the realm of child-sensitive social policy for advocacy purposes.
  2. Prioritization of experiences aligned with the regional priorities on social inclusion as well as related to the global priorities related to the Strategic Plan outcome on social inclusion, which includes the relevant social inclusion components related to the determinants around the 'enabling environment' of the MoRES framework (coordination, budget, legislative/policy frameworks).
  3. Up to date information on public finance for children initiatives across the region.
  4. Up to date status of decentralization of social services monitored and updated on an on-going basis to support subnational engagement in child rights and universal coverage of essential services.
  5. Cross-fertilization between sectors within Country Offices and in the Regional Office is increased.
  6. Data-driven analysis is provided for planning, adjusting, and scaling-up specific social policy initiatives.
  7. Advocacy efforts are effectively made to raise awareness on children's rights with both the general public and with policy makers, and to ensure buy-in and continued relevance of UNICEF programming.
  8. Effective partnerships with centres of excellence on priority themes (regional and global) of the strategic plan outcome on social inclusion are established to enable sustained and proactive commitment to the Convention of the Rights of the Child and the Sustainable Development Goals.
  9. UNICEF social policy programme effectively supported at regional and country levels.

Qualifications of Successful Candidate

  • Advanced university degree in Social Sciences, Economics, International Relations, Political Science, International Finance, public relations, media, communication, or other relevant disciplines.
  • Eight years of relevant work experience at national and/or international level.
  • Background/familiarity with Emergency.
  • Fluency in English and Spanish, both written and spoken, is required. Knowledge of French and/or Portuguese and the local working language of the duty station would be an asset.
