The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 16 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
Job Summary
Overview:
The Senior Technical Officer functions as part of the Technical Leadership team, with specific focus on provision of technical assistance (TA). The Officer will provide TA within the Foundation’s global TA award, Project DELTA, as well as to the Foundation’s country programs. The Officer works with all country programs and across global teams to strengthen EGPAF’s technical leadership and program support in HIV programming, in particular integrating HIV treatment programs for women, their children, and their partners within Maternal and Child Health settings, all in support of EGPAF’s mission of elimination of pediatric AIDS. The Officer will implement a coordinated EGPAF approach to enhance the impact of country programs through the expansion of a standardized and comprehensive platform of effective care and treatment interventions. The Officer will be responsible for maintaining a high level of expertise in HIV prevention, care and treatment.
Job Responsibilities:
The Officer will split their efforts between support to EGPAF country programs (25%) and providing technical assistance through assigned Project DELTA activities (75%):
· Provide technical assistance and support in the design, implementation, and evaluation of HIV programs.
· Build capacity of EGPAF’s country program offices and global technical staff through training, mentoring, and technical assistance.
· Assist teams in analyzing program progress and gaps, propose solutions that have been demonstrated to be effective in HIV programming
· Promote innovative programming, develop and/or adapt existing materials and tools to new country contexts, developing state of the art materials, curricula, job aids and other tools for both EGPAF program and, through Project DELTA, for Ministries of Health and other implementing partners
· Act as co-chair of the EGPAF Technical Directors Forum, convene meetings of TDF committee, select topics for monthly calls and assist presenter, assist with planning bi-annual TD meetings, develop agenda, provide mentoring and assistance for country Technical Directors.
· Provide training and mentoring support in HIV programming at national and sub-national levels
· Consult on and support evaluation and operations research activities to document the outcomes and impact of care and treatment programs for children and/or adults, as well as in the identification of priority research and evaluation questions
· Contribute to documentation of program experiences as well as enhanced knowledge sharing to internal and external audiences around EGPAF’s program experiences
· Additional activities specific to Project DELTA include:
o Liaises with donor representatives and ministries of health to coordinate input and engagement in assignments
o Coordinates with EGPAF country teams to engage country-based technical staff in TA assignments, as needed
o Provides input toward the fielding, recruitment, and orientation of external technical consultants, as needed, and may provide management and technical oversight for consultancies

Required Qualifications**
· Medical, nursing or public health degree, with at least ten years of relevant work experience, including at least 5 years of HIV programming in an African setting
· Strong experience in providing mentorship and technical assistance
· Willing to travel internationally (up to 30% of time)
· US government experience a plus
· Current employment with EGPAF a plus

· Self-motivated and demonstrated success in building effective programs in resource-limited settings
· Ability to manage multiple priorities and projects while working as part of a team
· Epidemiology training a plus
