Job Background/Summary:

Catholic Relief Services is seeking a qualified candidate for Evidence Building Technical Director (EBTD) for an anticipated USAID funded program on Comprehensive Care for Children Affected by HIV and AIDS (C3). The C3 project provides a central mechanism for bringing together the technical expertise needed to increase the capacity of program implementers and key actors within systems of care and support and enable them to effectively address the unique and multi-faceted needs of children in the HIV epidemic.

The C3 project will improve the health and well-being of orphans and vulnerable children affected by HIV and other adversities by supporting systems and structures at country and regional levels for promoting evidence-based interventions to protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation and contributing to overall improvements in quality of life and productivity in vulnerable children and their families.

The EBTD will provide technical leadership to the C3 project to “build the evidence-base” (Objective 1). S/he is responsible for all activities within Objective 1 that will increase the generation and use of evidence through surveillance and research to inform strategic child welfare and protection programming for children affected by HIV and other adversities.

Overall Responsibilities:

Responsibilities include:

  • Provide overall project leadership to Objective 1 “building the evidence-base”
  • Ensure all activities within Objective 1 meet and deliver the highest technical standards and program quality
  • Lead research and/or other studies to generate evidence on interventions, especially in technical priority areas including child and family strengthening, community strengthening, social welfare and child protection systems strengthening, and linking clinical and community-based services
  • Design, implement and/or strengthen routine surveillance systems and build the capacity of national and sub-national actors to utilize data to improve planning, targeting and coverage of vulnerable children and their families
  • Enhance the generation, management and use of knowledge at global, national and local levels to advance OVC programming priorities
  • Ensure the program's monitoring and evaluation system captures timely, high quality information and utilizes data to inform decisions and foster learning and innovation
  • Ensure timely preparation and submission of high quality reports to USAID

Supervisory Responsibilities:

The EBTD may supervise additional CRS and/or consortium member staff.

Key Working Relationships:

Internal: Director for Program Impact and Quality Assurance, Director for Monitoring, Evaluation, Accountability and Learning, Director for Health and Social Services, Deputy Directors for Program Quality, Country Representatives

External: USAID, Consortium member agencies, other key stakeholders.

Qualifications:

  • Advanced degree in public health, demography, health management, biostatistics, epidemiology, statistics or other relevant discipline, PhD preferred
  • Previous experience as Director of Monitoring, Evaluation and Learning preferred; ability to think strategically and deliver results
  • Ten or more years of experience leading and implementing (operational) research, surveillance systems, implementation science, program monitoring and evaluation, and knowledge management
  • Strong quantitative analytical skills and expertise with all facets of study design; experience with a qualitative and/or mixed methods
  • Ability to use relevant software packages for data analysis (Stata, SPSS, SAS, others) and familiarity with database design (SQL, others)
  • Ability to present complex data and results in a clear and concise manner to technical and non-technical audiences; previous track record of publication in peer reviewed journals
  • Demonstrated success with strengthening the capacity of host-country government health information systems and utilizing evidence to inform policy and improve decision making
  • Proven Experience working and engaging effectively with USAID, host-county governments and counterparts, international agencies and other key stakeholders
  • Two or more years of experience living and working in a developing country
  • Ability to travel extensively internationally
  • Excellent English language oral and written communication skills required, along with strong public relations skills
  • Fluency in English required; fluency in French preferred
