The Program
The PNG Provincial and Local-level Governments Program (PLGP) is a partnership between the governments of Australia and PNG to support and improve the quality of decentralised service delivery to the people of PNG through technical support provided to provincial governments and key national agencies. The PLGP is seeking applications for a Human Resource Adviser to work with the Autonomous Bougainville Government (ABG) to support the gradual process of instituting autonomy arrangements in Bougainville. 

The Position
This role will assist the ABG to institutionalize the establishment of the ABG Public Service, its departments and directorates and Personnel Management systems and processes (e.g. Selection Committee and Business Process), including the ABG Public Service General Orders, to achieve ABG political and administrative reform goals and objectives.

The Person
The ideal candidate will have significant management experience in a dynamic public sector environment, including demonstrated experience in designing, implementing and managing programs of reform within the public sector. You will also have substantial broad based knowledge and skills in HR management with an emphasis on the importance of implementing HR management strategies in effective change management supported by capacity development initiatives for individuals and organisations. Demonstrated understanding of the role and functions of the different levels of government and its institutions and agencies in a modern democracy and Bougainville in particular is highly desirable.
